- Conveys, transfers, and cedes the parcels of land to the GSIS on the condition that the GSIS shall construct a convention center equipped with essential facilities and amenities necessary to service local, regional, and international conferences, at its own account. (Section 1)
- Repeals or modifies any provision of law, executive order, rules, and regulations inconsistent with this Decree. (Section 2)
- Takes effect immediately. (Section 3)

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 396 February 27, 1974 CONSTRUCTION OF A CONVENTION CENTER IN BAGUIO CITY WHEREAS, since the proclamation of Martial Law, the country has experienced an unprecedented expansion in all aspects of its tourist trade due to the heavy and continuing influx of tourists from all parts of the world; WHEREAS, as a result of such an upsurge in tourism, the need for new tourist infrastructure facilities has correspondingly expanded; WHEREAS, as part of the aforementioned tourist trade expansion, an increasing number of the international conferences and/or conventions are being held in Manila and other places in the Philippines; WHEREAS, the City of Baguio has become one of the most attractive venues for local, regional and international conferences and/or conventions because of its pleasant climate and attractive scenery; WHEREAS, the City of Baguio can best serve the requirements of local, regional, and international conferences and/or conventions by establishing a complete convention center equipped with all the necessary facilities for servicing large gatherings; WHEREAS, a suitable place to construct...
