- The Don Honorio Ventura Memorial School of Arts and Trades in Bacolor, Pampanga is converted into the Don Honorio Ventura College of Arts and Trades with full college status. (Section 1)
- The College shall offer courses in arts, industrial education and technology leading to baccalaureate and graduate studies. (Section 1)
Functions of the College
- Provide pre-service training in basic manipulative skills, technical knowledge, desirable attitudes, and professional training for gainful employment in trades, industry, and technical and professional pursuits. (Section 2)
- Provide in-service training for upgrading occupational, technological, scientific and professional competencies for those already employed. (Section 2)
- Prepare individuals for progressive leadership in social and economic development through vocational, scientific and technological training. (Section 2)
- Provide specialization on Vocational-Technical Teacher Education to supply teachers of Industrial and Practical Arts, Mathematics and the Physical Sciences. (Section 2)
Administration
- The College shall be headed by a President with powers and duties pertaining to the President of a state college or university. (Section 3)
- The President shall be appointed by the President of the Philippines upon the recommendation of the Secretary of Education and Culture after consultation with the Board of Trustees. (Section 4)
- There shall be a Vocational College Dean and a Secretary of the College who shall also act as Secretary of the Board of Trustees. (Section 5)
- Appointment of Instructors and Professors in Technical, Technology, and Teacher Education Departments shall be based on demonstrated performance and proven competence, not necessarily upon Civil Service examination or completion of degree courses. (Section 6)
- The present teachers, instructors and other personnel of the Don Honorio Ventura Memorial School of Arts and Trades shall continue in office under the College. (Section 7)
Board of Trustees
- The governing body of the College shall be the Board of Trustees. (Section 8)
- Composition of the Board of Trustees: (Section 8)
- Secretary of Education and Culture as Chairman
- President of the College as Vice-Chairman and Executive Officer
- Three members appointed by the President of the Philippines from prominent citizens of Region III with expertise in industry, vocational education, or economic development. One member shall come from the College alumni association or parent-teachers association.
- Members of the Board of Trustees shall serve without compensation but shall be entitled to an allowance of ₱100 per meeting attended, not exceeding ₱300 per month, and reimbursement of actual and necessary expenses. (Section 9)
- Powers and duties of the Board of Trustees: (Section 10)
- Receive and appropriate funds for the support of the College.
- Confer degrees and honorary degrees.
- Authorize the President to award proficiency certificates or diplomas for non-degree courses.
- Appoint and fix compensation of deans, directors, secretary, registrar, heads of departments, professors, instructors, lecturers, and other employees.
- Grant leave of absence and remove employees for cause after investigation and hearing.
- Establish chairs and provide for their maintenance or endowment.
- Fix tuition fees, matriculation fees, graduation fees, laboratory fees, and special fees as a special trust fund for the College.
- Provide scholarships for deserving students and fellowships for qualified faculty members.
- Receive and administer legacies, gifts, and donations for the benefit of the College, which shall be exempt from taxes and deductible from the income tax of the donors.
- Submit an annual report to the President of the Philippines on the progress, conditions, and needs of the College.
- A majority of the Board of Trustees shall constitute a quorum. (Section 11)
- The administration and supervision of the San Vicente Pilot School for Philippine Craftsmen shall be vested in the President of the College under the governing Board of Trustees until otherwise provided by law. (Section 12)
Curriculum and Discipline
- The curriculum of the secondary, technical, technology, and teacher education departments, and other curricula shall comply with standard requirements prescribed by the Department of Education and Culture. (Section 13)
Transfer of Assets
- The school site, buildings, facilities, equipment and records of the Don Honorio Ventura Memorial School of Arts and Trades are transferred to the Don Honorio Ventura College of Arts and Trades. (Section 14)
Salaries
- The salaries of officials and personnel of the College shall be standardized with those of the same officials and personnel of similar institutions. (Section 15)
Appropriation
- ₱475,000 is appropriated from the National Treasury for the initial operation and maintenance of the College. Thereafter, necessary sums shall be included in the General Appropriations Act. (Section 16)
Effectivity
- This Decree shall take effect upon approval. (Section 17)

PRESIDENTIAL DECREE No. 1373
CONVERTING THE DON HONORIO VENTURA MEMORIAL SCHOOL OF ARTS AND TRADES INTO THE DON HONORIO VENTURA COLLEGE OF ARTS AND TRADES.
WHEREAS, the Constitution mandates the establishment and maintenance of a complete, adequate and integrated system of education consistent with the goals of national development and prescribed that "all educational institutions shall aim to inculcate love of country, teach the duties of citizenship, and develop moral character, personal discipline, and scientific, technological, and vocational efficiency";
WHEREAS, it is the avowed purpose of government to restructure the educational system to attain accelerated economic growth and meaningful social development as enunciated in Presidential Decree No. 6-A, otherwise known as the Educational Decree of 1972;
WHEREAS, education in the tertiary level designed to meet changing occupational patterns in Central Luzon will contribute substantially to the industrialization strategy as envisioned by the National Economic and Development Authority to forestall a crisis in skilled manpower resources and to minimize unemployment in this region;
