CONVERTING THE ILOCOS NORTE INSTITUTE OF TECHNOLOGY INTO A STATE COLLEGE TO BE KNOWN AS MARIANO MARCOS MEMORIAL COLLEGE OF SCIENCE AND TECHNOLOGY, PROVIDING A CHARTER FOR THIS PURPOSE, EXPANDING ITS CURRICULAR OFFERINGS, REDIRECTING ITS OBJECTIVES AND APPROPRIATING FUNDS THEREFOR
WHEREAS, the Constitution of the Philippines directs the State to establish and maintain a complete, adequate, and integrated system of education relevant to the goals of national development and further prescribes that all educational institutions shall aim to develop scientific, technological and vocational efficiency;
WHEREAS, under Presidential Decree No. 6-A also known as the Educational Development Decree of 1972 promulgated on September 29, 1972, it had been declared a policy of the government to reorient the educational system toward an accelerated national economic growth and meaningful social development.

Conversion of Ilocos Norte Institute of Technology into Mariano Marcos Memorial College of Science and Technology
- Section 1: Converts the Ilocos Norte Institute of Technology into a state college called Mariano Marcos Memorial College of Science and Technology.
Objectives and Curricular Offerings
- Section 2: The college shall provide higher technological, professional, and vocational instruction and training in science, agriculture, and industrial fields, as well as short-term technician or vocational courses. It shall also promote research, advanced studies, and progressive leadership in its areas of specialization.
- Section 3: In addition to its existing secondary and collegiate offerings, the college shall offer undergraduate and graduate courses in science, agriculture, and industrial fields as deemed necessary by the Board of Trustees. It shall also offer short-term technical or vocational courses within its areas of specialization.
Non-Discrimination Policy
- Section 4: No student shall be denied admission to the college based on sex, ethnicity, religious belief, or affiliation.
Administration
- Section 5: The head of the college shall be the President, appointed by the President of the Philippines upon recommendation of the Board of Trustees. The President's salary shall be fixed by the Board of Trustees and comparable to similar institutions.
- Section 6: The governing body shall be the Board of Trustees, composed of the Secretary of Education and Culture as Chairman, the Regional Director of the National Economic Development Authority, the President of the college, and four prominent citizens of Region No. 1 appointed by the President of the Philippines (one authority each on science, agriculture, arts and trades, and technology, with at least one being an alumnus). The appointed members shall serve four-year terms.
- Section 7: A quorum of the Board of Trustees shall consist of a majority of all members holding office. All processes against the Board shall be served on the President or Secretary.
- Section 8: Board members shall receive an allowance of ₱100 per meeting attended, up to ₱300 per month, and reimbursement for necessary expenses.
- Section 9: Powers and duties of the Board of Trustees, including receiving and appropriating funds, conferring degrees and honorary degrees, authorizing proficiency certificates, appointing and compensating personnel, approving curricula and rules, fixing fees, providing fellowships and scholarships, prescribing rules, receiving donations, and authorizing construction and repair.
- Section 10: The Board shall file an annual report with the Office of the President of the Philippines.
- Section 11: The College Council, consisting of the President and faculty members with the rank of professors, shall prescribe curricula and rules of discipline, fix admission and graduation requirements, and have disciplinary power over students.
- Section 12: The faculty shall be exempt from civil service examinations or regulations as a requisite for appointment.
- Section 13: Faculty members shall not attempt to influence students towards ideologies that preach the overthrow of the government through violence or subversion, under penalty of dismissal.
- Section 14: The Secretary of the college shall be appointed by the Board of Trustees upon recommendation of the President and shall keep records as determined by the Board.
- Section 15: The Treasurer of the Philippines shall be the ex-officio treasurer of the college, and accounts shall be audited by the Commission on Audit.
- Section 16: Government bureaus and offices are authorized to loan or transfer apparatus, equipment, supplies, or detail employees for duty in the college.

- Section 17: All assets, records, and personnel of the Ilocos Norte Institute of Technology shall be transferred to the Mariano Marcos Memorial College of Science and Technology.
Appropriation
- Section 18: ₱5 million is appropriated for the improvement, operation, and maintenance of the college, in addition to the existing appropriation of the Ilocos Norte Institute of Technology. Subsequent funds shall be included in the annual General Appropriations Act.
Implementation
- Section 19: The Secretary of Education and Culture is directed to take necessary steps for immediate implementation.
- Section 20: All laws, decrees, and executive orders contrary to or inconsistent with this Decree are repealed or amended accordingly.
