- The Iloilo Regional School of Fisheries in Barotac Nuevo, Iloilo is converted into a State College to be known as the Iloilo State College of Fisheries. (Section 1)
Objectives and Curricular Offerings
- The State College shall provide higher technological, professional, and vocational instruction and training in fisheries, science, and short-term technical or vocational courses in fisheries. (Section 2)
- It shall offer undergraduate and graduate courses in fisheries, marine engineering, marine biology, and other fields as deemed necessary by the Board of Trustees. (Section 3)
- It shall offer short-term technical or vocational courses within its areas of specialization to meet the manpower needs of the region. (Section 3)
Non-discrimination Policy
- No student shall be denied admission to the State College by reason of sex, ethnic consideration, or religious beliefs or affiliation. (Section 4)
Administration
- The head of the State College shall be known as the President of the Iloilo State College of Fisheries, appointed by the President of the Philippines upon the recommendation of the Board of Trustees. (Section 5)
- The President must be a fishery graduate with a doctorate degree in either Education or Philosophy. (Section 6)
- The incumbent superintendent of the Iloilo Regional School of Fisheries shall be the President until the Board of Trustees recommends a new President. (Section 6)
Board of Trustees
- The governing body shall be the Board of Trustees, composed of the Secretary of the Department of Education and Culture as Chairman, and other members specified in the law. (Section 7)
- The Board shall have powers and duties related to administration, appropriation of funds, conferring degrees, and other specified functions. (Section 10)
- The Board shall file an annual report with the Office of the President of the Philippines. (Section 11)
Academic Council
- There shall be a College Academic Council consisting of the President, Directors, and faculty members with the rank of professors. (Section 12)
- The Council shall have the power to prescribe curricula, rules of discipline, admission requirements, graduation requirements, and recommend degree recipients, subject to approval by the Board of Trustees. (Section 12)
Faculty
- The body of instructors and professors shall constitute the faculty of the State College. (Section 13)
- Faculty members shall be exempted from civil service examinations or regulations as a requisite to appointment. (Section 13)
- Faculty members shall not attempt to influence students towards any ideology that preaches the overthrow of the government through violence or subversion, under penalty of dismissal. (Section 14)
Funding and Resources
- The Treasurer of the Republic of the Philippines shall be the ex-officio treasurer of the State College, and accounts shall be audited by the Commission on Audit. (Section 15)
- Heads of government bureaus and offices are authorized to loan or transfer apparatus, equipment, supplies, or services of employees to the State College. (Section 16)
- All assets, records, and personnel of the Iloilo Regional School of Fisheries are transferred to the Iloilo State College of Fisheries. (Section 17)
- An appropriation of One Million Five Hundred Thousand Pesos is provided to carry out the purposes of this Decree, in addition to the present appropriation of the Iloilo Regional School of Fisheries. (Section 18)
Implementation
- The Secretary of Education and Culture is directed to take necessary steps for the immediate implementation of this Decree. (Section 19)
- All laws, decrees, or executive orders contrary to or inconsistent with this Decree are repealed or amended accordingly. (Section 20)
- This Decree shall take effect immediately. (Section 21)

PRESIDENTIAL DECREE No. 1523
CONVERTING THE ILOILO REGIONAL SCHOOL OF FISHERIES IN BAROTAC NUEVO, ILOILO INTO A STATE COLLEGE TO BE KNOWN AS THE ILOILO STATE COLLEGE OF FISHERIES, PROVIDING A CHAPTER FOR THE PURPOSE, EXPANDING ITS CURRICULAR OFFERINGS, REDIRECTING ITS OBJECTIVES AND APPROPRIATING FUNDS THEREFOR
WHEREAS, the Constitution of the Philippines directs the State to establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development and further prescribes that all educational institutions shall aim to develop scientific, technological and vocational efficiency;
WHEREAS, under Presidential Decree No. 6-A also known as the Educational Development Decree of 1972 promulgated on September 29, 1972, it has been declared a policy of the government to reorient the educational system toward an accelerated national economic growth and meaningful social development;
