Purpose and Objectives of the College
• Section 2: The purpose of the college is to provide higher vocational, professional, and technological instruction and training in trade, agriculture, fishery, and maritime studies, and to promote research to support industrialization in Northern Mindanao.
Governance and Administration
• Section 3: The head of the college is the President, appointed by the President of the Philippines upon recommendation of the Board of Trustees.
• Section 4: The policy-making power is vested in a Board of Trustees, composed of the Secretary of Education and Culture as Chairman, the Regional Executive Director of NEDA, the College President, and three prominent citizens of Region X (one representing business and industry, one representing industrial education and management, and the President of the Alumni Association). • The Board members are entitled to an allowance of ₱200 per meeting attended, up to ₱500 per month, and reimbursement for actual and necessary expenses up to ₱100 per day.
• Section 5: The Board of Trustees has the powers of a corporation, including receiving and allocating funds, conferring degrees, authorizing proficiency certificates, appointing and removing faculty and staff, approving curricula and rules, fixing tuition and fees, providing fellowships and scholarships, prescribing rules and regulations, and receiving legacies, gifts, and donations.
• Section 6: A quorum of the Board consists of a majority of all members, and all processes against the Board shall be served on the Chairman or Secretary.
• Section 7: The Board shall file an annual report with the President of the Philippines by the 15th day of the second month after the opening of regular classes.
• Section 8: The College Council, consisting of the President, Dean of Instruction, department heads, professors, and instructors, is responsible for drafting curricula, rules of discipline, admission requirements, graduation requirements, and recommending candidates for graduation and special awards. It exercises disciplinary power over students through an impartial committee.
• Section 9: No religious or political test shall be applied in the appointment of faculty, and faculty members shall not propagate sectarian or partisan political tenets in their teachings.
• Section 10: Except for the President, all other career employees shall be covered under the Civil Service Law on eligibility for permanent appointment.
• Section 11: There shall be a Secretary of the College who shall also be the Secretary of the Board of Trustees.
• Section 12: Heads of government bureaus and offices are authorized to loan or transfer apparatus, equipment, or instructional supplies as needed by the College.
Transfer of Assets and Personnel
• Section 13: All assets, records, and personnel of the Mindanao School of Arts and Trades are transferred to the Don Mariano Marcos Memorial Polytechnic State College.
Funding and Appropriations
• Section 14: In addition to the existing appropriation for the Mindanao School of Arts and Trades, ₱1,000,000 is appropriated for the improvement, operation, and maintenance of the Don Mariano Marcos Memorial Polytechnic State College. Thereafter, funds for maintenance and operation shall be included in the annual General Appropriations Act.
Implementation
• Section 15: The Secretary of Education and Culture is directed to take necessary steps for the immediate implementation of this Decree.
• Section 16: This Decree shall take effect immediately.

CONVERTING THE MINDANAO SCHOOL OF ARTS AND TRADES IN CAGAYAN DE ORO CITY INTO DON MARIANO MARCOS MEMORIAL POLYTECHNIC STATE COLLEGE OF NORTHERN MINDANAO, GIVING IT CORPORATE EXISTENCE, PROVIDING FOR A BOARD OF TRUSTEES AND DEFINING ITS POWERS, DUTIES AND RESPONSIBILITIES, PROVIDING FOR HIGHER VOCATIONAL, PROFESSIONAL, AND TECHNOLOGICAL EDUCATION AND APPROPRIATING FUNDS THEREFOR
WHEREAS, the New Constitution of the Philippines directs the state to establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development, and further provides that all educational institutions shall aim to develop scientific, technological and vocational efficiency;
WHEREAS, under Presidential Decree No. 6-A, promulgated on September 29, 1972, it has been declared as one of the national development goals to assure the maximum participation of an accelerating rate of economic development and social progress;
WHEREAS, it is the policy of the New Social Order to develop the countryside and to disperse industries and higher institutions of learning to the regions;
