Conversion of Occidental Mindoro State College into Occidental Mindoro State University- Section 1: Converts the Occidental Mindoro State College (OMSC) and its campuses into the Occidental Mindoro State University (OMSU), with the main campus in Barangay Labangan, San Jose.
- Section 2: OMSU's general mandate is to provide advanced instruction, professional training, research, extension services, and production activities in various fields to support socioeconomic development and preservation of Tamaraws and indigenous peoples in Occidental Mindoro and MIMAROPA region.
- Section 3: OMSU shall offer undergraduate and graduate courses in education, engineering, science and technology, arts and humanities, ICT, architecture, criminology, midwifery, accountancy, business administration, management, agriculture, forestry, and other relevant fields to meet human resource needs of Occidental Mindoro and MIMAROPA region. It shall also operate a reasonably-sized laboratory senior high school and elementary school.
- Section 4: OMSU shall have general corporate powers, with the Board of Regents and President exercising these powers.

AN ACT CONVERTING THE OCCIDENTAL MINDORO STATE COLLEGE IN THE MUNICIPALITY OF SAN JOSE, PROVINCE OF OCCIDENTAL MINDORO, INTO A STATE UNIVERSITY TO BE KNOWN AS THE OCCIDENTAL MINDORO STATE UNIVERSITY, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. Conversion of the Occidental Mindoro State College into a State University. — The Occidental Mindoro State College (OMSC) located in the Municipality of San Jose, Province of Occidental Mindoro, otherwise known as the OMSC Labangan Campus, including its campuses in the different municipalities of the Province of Occidental Mindoro, namely: OMSC San Jose Campus in Rizal Street, Municipality of San Jose; OMSC Murtha Campus in Barangay Murtha, Municipality of San Jose; OMSC Sablayan Campus in the Municipality of Sablayan; OMSC Mamburao, in the Municipality of Mamburao and OMSC Lubang Campus in the Municipality of Lubang, is hereby converted into a state university, to be known as the Occidental Mindoro State University (OMSU).
