Powers and Duties of the Commission (Sec. 1):
- Review existing documentation requirements for exports to eliminate red tape. (Sec. 1(1))
- Review procedural and documentation requirements of government agencies related to exports to identify and eliminate causes of delays. (Sec. 1(2))
- Revise, amend, introduce innovations, consolidate and simplify rules, regulations, orders, circulars, guidelines and procedures to expedite exports and dispense with excessive documentation and inspection requirements. (Sec. 1(3))
- Approve or disapprove proposed export document requirements by any government agency before implementation to prevent undue delays. (Sec. 1(4))
- Promulgate rules of review and regulations to implement its powers and duties. (Sec. 1(5))
Secretariat and Export Documentation Center (Sec. 2 & 3):
- Ministry of Trade and Industry to provide Secretariat headed by an Executive Director appointed by the Commission. (Sec. 2)
- Commission may set up an Export Documentation Center with personnel from government agencies involved with exports to process export applications without referring to their respective offices. (Sec. 3)
Fees for Services (Sec. 4):
- Export Documentation Center authorized to charge reasonable fees for services rendered to exporters to maintain its operations. (Sec. 4)
Effectivity (Sec. 5):
- Executive Order takes effect immediately. (Sec. 5)

EXECUTIVE ORDER NO. 843 November 5, 1982
CREATING A COMMISSION ON EXPORT PROCEDURES
WHEREAS, it is the policy of the Government to encourage exports of Philippine products;
WHEREAS, it is imperative to eliminate the obstacles of red tape and cumbersome export procedures in order to accelerate the growth of exports;
WHEREAS, it is expedient to establish an agency to study, review, revise, amend, introduce innovations, simplify and consolidate procedures to the end that the exportation of products be more expeditious; and
WHEREAS, it is the objective to facilitate export documentation through the establishment of "one-stop shop" operation;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, and the authority vested in me by Presidential Decree No. 1416, as amended, do hereby create a Commission on Export Procedures (hereinafter called Commission) composed equally of the government and private sector representatives as follows:
