- The National Green Revolution Committee, with its successful backyard vegetable production program, can effectively implement an expanded program with additional assistance. (Preamble)
Composition of the Green Revolution Expanded Program Action Committee:
- Chairman: Chairman of the National Green Revolution Committee (Section 1)
- Vice-Chairman: Undersecretary of Education (Section 1)
- Members:
- Undersecretary for Home Defense, Force (Section 1)
- Assistant Executive Secretary (Section 1)
- Undersecretary for Community Development, DLG (Section 1)
- Executive Director, National Food & Agriculture Council (Section 1)
- Director, Bureau of Plant Industry, DANR (Section 1)
- Director, Bureau of Agricultural Extension, DANR (Section 1)
Responsibilities of the Committee:
- Enlist maximum participation of all local government units and the student population in performing the task. (Section 2)
- Organize action groups at the provincial, city, and municipal levels. (Section 2)
- Organize a coordinating center at the national level to act as a clearing house for all activities, monitor field operations, and centralize procurement of needed supplies and materials. (Section 3)
- The coordinating center shall be under the direct supervision of the DND Undersecretary for Home Defense, and cooperating agencies shall designate liaison officers and provide necessary technical personnel. (Section 3)
- The Committee is authorized to call on any government agencies and instrumentalities for assistance in performing its functions. (Section 4)

EXECUTIVE ORDER NO. 418 July 26, 1973
CREATING A GREEN REVOLUTION EXPANDED PROGRAM ACTION COMMITTEE
WHEREAS, there is a need for the Green Revolution Program to continue intensively in order to sustain the gains so far attained both in terms of additional vegetable production and in the rekindling in our people the value of labor;
WHEREAS, the most effective means against spiraling of prices would be increasing local production levels of basic food commodities and their substitutes as well as the production and consumption of supplementary crops, such as rootcrops and tubers in backyard for home consumption;
WHEREAS, the National Green Revolution Committee with its successful program of promoting backyard vegetable production can effectively implement an expanded program to include other supplementary crops with additional assistance;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law do hereby create a Green Revolution Expanded Program Action Committee composed of:
