Summary of Administrative Order No. 30

Creation of Martial Law Historical Advisory Committee (Section 1)
- Established to undertake the following:
• Systematic gathering, preservation, and publication of testimonies, oral histories, documentaries, film, and audio records of the Martial Law era. (Section 1a)
• Compilation of materials for a true account of events during the Martial Law period. (Section 1b)
• Materials to be made available to the public through websites of Official Gazette, Presidential Museum and Library, and National Historical Commission of the Philippines (NHCP). (Section 1)
• Initial task is to gather and publish oral histories about Martial Law, followed by documentaries, film, and audio records. (Section 1)

Members of the Committee (Section 2)
• Headed by a five-member board composed of:
• Chairperson: Chairperson of NHCP (Section 2)
• Members: Director of National Library of the Philippines, Executive Director of National Archives of the Philippines, and two members appointed by the President. (Section 2)
• The Committee may call upon any government department, agency, or instrumentality for assistance. (Section 2)

Secretariat (Section 3)
• NHCP is directed to act as the Secretariat of the Advisory Committee. (Section 3)

Funding (Section 4)
• Initial budget of P5,000,000.00 (Five Million Pesos) to be sourced from the Contingent Fund. (Section 4)
• Appropriations for succeeding years to be incorporated in the annual budget of NHCP. (Section 4)

Separability Clause (Section 5)
• If any provision is declared invalid or unconstitutional, the other unaffected provisions shall remain valid and subsisting. (Section 5)

Repealing Clause (Section 6)
• All other rules, regulations, and issuances inconsistent with this Order are hereby repealed or modified accordingly. (Section 6)

Effectivity (Section 7)
• This Order shall take effect immediately. (Section 7)

MALACAÑAN PALACEMANILA BY THE PRESIDENT OF THE PHILIPPINES ADMINISTRATIVE ORDER NO. 30 CREATING A MARTIAL LAW HISTORICAL ADVISORY COMMITTEE WHEREAS, on the night of 23 September 1972, former President Ferdinand E. Marcos put into full force and effect Presidential Proclamation No. 1081 (s. 1972), by announcing through a televised broadcast that he had placed the entire Philippines under Martial Law and directing the arrest of persons and the closure of media establishments; WHEREAS, the Filipino People must remember those who have sacrificed their lives during Martial Law in order for us to have the freedom we experience today; WHEREAS, the NHCP is mandated to research, compile, and safeguard the history of the Filipino people; and, WHEREAS, there is a need for an independent body to collect and compile information pertaining to the events during the Martial Law years. NOW THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines by virtue of the powers vested in me by law, do hereby order: SECTION 1. Martial Law Historical Advisory Committee.
