CREATING A NATIONAL COORDINATING COMMITTEE FOR THE 1992 UN CONFERENCE ON ENVIRONMENT AND DEVELOPMENT (UNCED)
WHEREAS, the 1987 Constitution mandates as a policy of the State the protection and advancement of the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature;
WHEREAS, environmental protection is now viewed as an integral part of the development process of developing countries and cannot be considered in isolation from it;
WHEREAS, there is an urgent need to intensify efforts to protect and improve the quality of the environment at national, sub- regional, and global levels by adopting, wherever relevant, an approach in which economic growth would be directed towards environmentally sound and sustainable development;
WHEREAS, there is a need to adopt an integrated approach to environment and development, whenever possible, and in accordance with our priorities and capabilities to incorporate environmental considerations into economic planning with a view to effecting the coordinated development of our economies and environment;

Summary of Executive Order No. 469
Creation of National Coordinating Committee for the 1992 UN Conference on Environment and Development (UNCED)
- Composition of the Committee (Section 1):
• Chaired by the Secretary of Foreign Affairs
• Co-Chaired by the Secretary of Environment and Natural Resources
• Vice-Chaired by the Secretary of Science and Technology
• Members include various Cabinet Secretaries, a representative from NGOs involved in environmental concerns, and other officials designated by the President
- Functions and Responsibilities of the Committee (Section 2):
• Coordinate and monitor activities of government agencies concerning environmental matters in preparation for the UNCED (Section 2.1)
• Prepare Philippine participation in the Preparatory Committee of the General Assembly and prepare national reports for submission (Section 2.2)
• Consult and promote cooperation with NGOs, business sectors, scientific community, trade unions, and others to achieve broad-based national preparatory processes (Section 2.3)
• Help promote and increase public awareness of environmental issues related to UNCED (Section 2.4)
• Serve as the repository of information on all environmental matters related to UNCED (Section 2.5)
• Perform other necessary acts, including making recommendations to the President relating to the results of UNCED (Section 2.6)
- Creation of Sub-Committees and Working Groups (Section 3):
• The Committee may create sub-committees and/or working groups as deemed necessary
- Establishment of National UNCED Secretariat (Sections 4 and 5):
• Located at the Department of Foreign Affairs
• Provide administrative support for meetings and serve as the repository of all documents and records pertaining to UNCED
