PRESIDENTIAL DECREE No. 491Title: Nutrition Act of the Philippines (Section 1)
Declaration of Policy:
- The government declares nutrition as a priority to be implemented by all branches in an integrated fashion. (Section 2)
Philippine Food and Nutrition Program:
- An Integrated Four-Year Program involving the government and private sector shall be drafted by the National Nutrition Council and approved by the President for implementation. (Section 3)
Creation of National Nutrition Council:
- An agency under the Office of the President, composed of various government officials and a private sector representative. (Section 4)
Functions and Powers of the Council:
- Formulate an integrated national nutrition program. (Section 5a)
- Supervise, coordinate, and evaluate the implementation of the integrated nutrition program by government and private sector. (Section 5b)
- Coordinate policies and programs of agencies concerning nutrition. (Section 5c)
- Coordinate the release of public funds for nutrition purposes. (Section 5d)
- Coordinate requests for loans and grants for the nutrition program. (Section 5e)
- Call on government agencies for assistance in personnel, facilities, and resources. (Section 5f)
Officers of the Council:
- Chairman: Chairman-Coordinator of the National Food and Agriculture Council. (Section 6)
- Executive Director: Appointed by the Council to implement policies and programs. (Section 6)
- Deputy Executive Directors: Appointed to assist the Executive Director. (Section 6)
- Management Committee: Representatives from Council members, headed by the Executive Director. (Section 6)
Nutrition Month:
- The month of July shall be designated as NUTRITION MONTH to create awareness. (Section 7)
Donations:
- The Council is authorized to receive donations, grants, or gifts. (Section 8)
Appropriations:
- P3.4 million pesos from NFAC funds for the first fiscal year 1974-1975. (Section 9)
- P10 million pesos appropriated as operating funds starting fiscal year 1975-1976, subject to increase or decrease. (Section 9)
Repealing Clause and Effectivity:
- Inconsistent laws, decrees, orders, rules, and regulations are repealed or modified. (Section 10)
- The Decree takes effect immediately. (Section 11)

CREATING A NATIONAL NUTRITION COUNCIL AND FOR OTHER PURPOSES
WHEREAS, malnutrition is seriously affecting millions of our people;
WHEREAS, malnutrition retards mental and physical development of our children, weakens their resistance to infections resulting in unnecessary loss of human lives through high infant and child mortality rates;
WHEREAS, studies indicate that infants and young children, pregnant women and nursing mothers are most vulnerable to malnutrition;
WHEREAS, there is a multiplicity of government agencies engaged in various aspects of nutrition activities;
WHEREAS, there are various food programs in the country such as the Green Revolution, Masagana 99, Palayan ng Bayan, Masaganang Maisan and others which are aimed at providing for food sufficiency;
WHEREAS, there is a close interlinking relationship between food, education and nutrition;
WHEREAS, Executive Order 285, series of 1971, vested in the National Food and Agriculture Council the responsibility to coordinate all nutrition programs in the country;
