Executive Order No. 175

EXECUTIVE ORDER NO. 175 April 30, 1994

CREATING A NORTHWESTERN LUZON GROWTH QUADRANGLE COMMISSION

WHEREAS, The Medium-Term Philippine Development Plan for 1993-1998 has identified the development of the Northwestern Luzon Growth Quadrangle (NWLGQ) comprising the Laoag-San Fernando-Dagupan-Baguio area as a component strategy towards agri-industrial development;

WHEREAS, the development of the NWLGQ, into major industrial area is supportive of the government's industrial dispersal policy and concern for accelerated socio-economic growth and development of the Northwestern Luzon Area;

WHEREAS, the coordinative and management mechanism for the planning, implementation and monitoring of the NWLGQ was already approved by the Regional Development Council (RDC) I and the Cordillera Executive Board (CEB) and is found to be within the framework of the government's decentralization and regionalization policy as provided under Executive Order Nos. 363 and 505;

Summary of Executive Order No. 175

Creation of the Northwestern Luzon Growth Quadrangle (NWLGQ) Commission (Sec. 1):
- Responsible for overall policy direction, coordination, and supervision of NWLGQ Development efforts.
- Chaired by the Secretary of Trade and Industry, co-chaired by CORDs for Regions I and CAR.
- Composed of various government officials and representatives.

Functions of the NWLGQ Commission (Sec. 1):
- Review and submit the NWLGQ Master Plan and Development Program to the President for approval. (Sec. 1a)
- Provide overall direction, coordination, and supervision in planning, implementation, and monitoring of NWLGQ Development Program. (Sec. 1b)
- Cause the update, refinement, and endorsement of NWLGQ plans, investment programs, and projects. (Sec. 1c)
- Cause the preparation of feasibility studies and financing for NWLGQ projects. (Sec. 1d)
- Encourage support and assistance from government and non-government institutions. (Sec. 1e)
- Organize the Program Management Office (PMO), define its organizational setup, staffing pattern, and operating systems. (Sec. 1f)
- Review and confirm contracts entered into by the PMO Executive Director. (Sec. 1g)
- Review and endorse the annual budget of the NWLGQ Development Program and PMO to the DBM. (Sec. 1h)
- Submit progress reports on the NWLGQ Development Program to the President. (Sec. 1i)

Program Management Office (PMO) (Sec. 2):
- Serves as the implementing arm, technical and administrative secretariat of the Commission.
- Headed by an Executive Director appointed by the President.
- DTI Regional Office to provide interim office space and support until PMO staffing is approved.
- Functions include coordinating with implementing bodies, preparing feasibility studies, coordinating annual budgetary requirements, undertaking periodic review and evaluation, and performing other tasks as directed by the Commission. (Sec. 2a-f)

Role of National Line Agencies, Local Government Units, NGOs, Private Sector, and GOCCs (Sec. 3):
- Serve as implementing entities of the Commission.
- National line agencies to implement in close coordination with concerned local government units.

Joint Inter-regional Consultative Council (Sec. 4):
- Composed of representatives from RDC I and CAR.
- Serves as the Commission's inter-regional advisory group.

Role of Local Development Councils (Sec. 5):
- Approve local components of multi-year and annual plans and investment programs.
- Monitor and review local project components.
- Coordinate preparation of site-specific development plans, programs, and projects.
- Coordinate resolutions declaring areas for industrial and tourism use.
- Coordinate with land use committees and Sanggunians on land use and zonation plans.
- Spearhead coordination of inter-agency activities in implementation.
- Perform other functions as requested by the PMO.

Operational Requirements (Sec. 6):
- Five Million Pesos (P5,000,000.00) to be drawn from DTI funds for Locally-Funded Projects for initial operational requirement in 1994.
- Appropriations for succeeding years for PMO operations to be incorporated in DTI budget proposals.

Term of the Commission and PMO (Sec. 7):
- Term corresponds to the implementation period of the NWLGQ Development Program.
- NEDA Board to conduct regular review and evaluation of the management and coordinating structure and recommend revisions as necessary.
