EXECUTIVE ORDER NO. 468Creating a Permanent Committee for the Joint Philippine-Romanian Scientific and Technological Commission
- Establishes a Permanent Committee for the Joint Philippine-Romanian Scientific and Technological Commission to strengthen friendly relations between the Philippines and Romania and promote mutual scientific and technological cooperation. (Preamble)
- The Committee is composed of the following members:
- Chairman: Dr. Melecio S. Magno, Chairman of the National Science Development Board (Section 1)
- Co-Chairman: Ambassador Leticia R. Shahani, Philippine Embassy in Romania (Section 1)
- Vice-Chairman: Ambassador Pablo R. Suarez, Jr., Assistant Secretary for Economic Affairs (Section 1)
- Vice-Chairman: Mr. Gabriel Itchon, Undersecretary of the Department of Industry (Section 1)
- Members: Dr. Manuel Alba, Mr. Jose P. Leviste, Mr. Manuel Zosa, Mr. Antonio Aguenza, Mr. Vedasto Suarez, Mr. Manuel Salientes, Jr., and a representative of the President of the University of the Philippines System (Section 1)
- The Committee is empowered to promulgate rules and regulations, call upon assistance from government agencies, corporations, instrumentalities, and private entities on an ad hoc basis. (Section 2)
- The Chairman may appoint advisers for the meetings of the Joint Commission with the concurrence of the Philippine Permanent Committee. (Section 3)
- The National Science and Development Board shall provide technical assistance and secretariat services, subject to the creation of a Permanent Secretariat as needed. (Section 4)

CREATING A PERMANENT COMMITTEE FOR THE JOINT PHILIPPINE-ROMANIAN SCIENTIFIC AND TECHNOLOGICAL COMMISSION
WHEREAS, the Republic of the Philippines and the Socialist Republic of Romania, desiring to strengthen the friendly relations existing between them and recognizing the advantages to be derived by their respective peoples in promoting and developing mutual scientific and technological Cooperation on April 12, 1975;
WHEREAS, Article VII of the Agreement states that "the Contracting Parties agree to establish within six months from the last notification of approval of the Agreement, a Joint Commission for Scientific and Technological Cooperation composed of an equal number of representatives of the Contracting Parties and which will meet alternatively in the Philippines and Romania;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby create a PHILIPPINE PERMANENT COMMITTEE FOR THE JOINT PHILIPPINE ROMANIAN SCIENTIFIC AND TECHNOLOGICAL COMMISSION composed as follows:
