- Establishes a Permanent Philippine Committee for the Joint Philippine-Romanian Economic and Trade Commission to strengthen direct trade and economic relations between the Philippines and Romania, as per the Trade Agreement signed on April 10, 1975. (Preamble)

- Co-Chairman: Ambassador Leticia R. Shahani, Philippine Embassy in Romania (Section 2)
- Vice-Chairman: Mr. Ramon B. Cardenas, Assistant Executive Secretary-Office of the President (Section 3)
- Vice-Chairman: Ambassador Sergio A. Barrera, Assistant Secretary for Economic Affairs-Department of Foreign Affairs (Section 4)
- Member: Mr. Filologo Pante, Jr., Assistant Director-General National Economic and Development Authority (Section 5)
- Member: Mr. Gabriel Y. Itchon, Assistant Secretary-Department of Industry (Section 6)
- Member: Mr. Antonio Aguenza, Assistant Secretary-Department of Natural Resources (Section 7)
- Member: Mr. Jose P. Leviste, Jr., Assistant Secretary-Department of Agriculture (Section 8)

- The Committee may call upon assistance from any government agency, corporation, instrumentality, or private entity on an ad hoc basis. (Paragraph 3)
- Secretarial and technical assistance will be provided by the Bureau of Foreign Trade, with the possibility of creating a Permanent Secretariat as needed. (Paragraph 4)
- The Committee may nominate other technical advisers as deemed fit. (Paragraph 4)

EXECUTIVE ORDER NO. 453 August 21, 1975
CREATING A PERMANENT PHILIPPINE COMMITTEE FOR THE JOINT PHILIPPINE-ROMANIAN ECONOMIC AND TRADE COMMISSION
WHEREAS, the opening of diplomatic and trade relations with the Socialist Republic of Romania can contribute towards the Philippine Government's objective of export and market diversification as well as of tapping alternative sources of imports;
WHEREAS, being able to share in the demand generated by the Romanian economy's dynamic growth which is the highest among all Socialist countries of Eastern Europe, will benefit the Philippines by way of increased trade;
WHEREAS, the Republic of the Philippines and the Socialist Republic of Romania, desiring to strengthen direct trade and economic relations between them in accordance with their development and trade needs and objectives and on the basis of equality and mutual benefit have entered into a Trade Agreement on April 10, 1975;
WHEREAS, Article IV of the Basic Agreement on Economic and Technical Cooperation states that "The Contracting Parties agree to establish a Joint Commission which will meet at the request of either Contracting Party for...
