Summary of Presidential Decree No. 232Declaration of Policy (Section 1)
- Promote accelerated growth and development of the coconut and other palm oils industry.
- Provide benefits of growth to the greatest number.
- Provide continued leadership and support in the integrated development of the industry.
Purposes and Objectives (Section 2)
- Promote accelerated development of the coconut and other palm oils industry in all aspects.
- Provide general directions for steady and orderly development of the industry.
- Achieve vertical integration of the coconut industry so that coconut farmers become participants and beneficiaries.
Powers and Functions (Section 3)
- Formulate and adopt a general program of development for the coconut and other palm oils industry. (Section 3a)
- Evaluate existing policies, programs and projects of agencies related to industry development, and integrate and coordinate them into the approved general development program. (Section 3b)
- Recommend to the President and effect the integration of agencies charged with certain aspects of industry development to attain efficiency and effectiveness. (Section 3c)
- Supervise, coordinate and evaluate activities of agencies implementing industry development, and allocate/coordinate release of public funds according to approved programs and projects. (Section 3d)
- Regulate the marketing and export of coconut products and by-products, as well as those of other palm oils, including establishing quotas when necessary. (Section 3e)
- Receive and administer funds provided by law, draw funds from existing appropriations with the President's approval, and accept donations, grants, gifts and assistance from local and international entities. (Section 3f)
- Borrow funds from local and international financing institutions, and issue bonds and other instruments of indebtedness, subject to Central Bank rules and regulations, for financing vital programs and projects. (Section 3g)
- Formulate and recommend for adoption credit policies affecting production, marketing and processing of coconut and other palm oils. (Section 3h)
- Formulate and recommend for adoption by other agencies and instrumentalities, programs and projects necessary to accelerate industry development. (Section 3i)
- Enter into, make and execute contracts necessary or incidental to attaining its purposes, and generally exercise all powers necessary to achieve its purposes and objectives. (Section 3j)
Governing Board (Section 4)
- The Authority shall be governed by a Board of 11 members.
- The Board shall meet as often as necessary.
- The Board composition is specified in Section 4a-i.
- The President shall designate a Chairman from the Board members.
- The Board shall elect a Vice-Chairman and an Executive Committee of 5 members.
Management (Section 5)
- The management shall be vested in an Administrator appointed by the Board.
- The Administrator's powers and duties are specified in Section 5a-e.
Abolished Agencies and Transitory Provisions (Section 6)
- The Coconut Coordinating Council (CCC), the Philippine Coconut Administration (PHILCOA) and the Philippine Coconut Research Institute (PHILCORIN) are abolished.
- Their powers, functions, appropriations, funding, equipment, assets, and necessary personnel are transferred to the Philippine Coconut Authority.
- Separated personnel shall have the same rights and privileges as other government employees under the Integrated Reorganization Plan.
- The Authority shall effect the transfers in a manner that ensures least disruption of ongoing programs and projects.
- Prior to the Board assuming duties, officers and employees of the abolished agencies shall continue exercising their functions and duties until ordered otherwise by the Board.
- The Board of PHILCORIN and PHILCOA, as well as the CCC, shall immediately cease to exist upon the effectivity of this Decree.
- Their functions shall be exercised in the interim by specified officials.
Attachment to Department of Agriculture and Natural Resources (Section 7)
- For purposes of coordinating plans and policies, the Authority shall be attached to the Department of Agriculture and Natural Resources.
Repealing Clause (Section 8)
- All laws, executive and administrative orders, rules and regulations inconsistent with the provisions of this Decree are repealed or amended accordingly.
Separability Clause (Section 9)
- If any provision of this Decree is held unconstitutional, it shall apply only to that provision and the remainder shall remain valid.
Effectivity (Section 10)
- This Decree shall take effect immediately.

PRESIDENTIAL DECREE No. 232 June 30, 1973
CREATING A PHILIPPINE COCONUT AUTHORITY
WHEREAS, the Coconut Industry has attained magnitudes that necessitate a more concerted effort at integrating the diffuse efforts currently being exerted towards its development;
WHEREAS, the global perspective on international fats and oil supply situation indicates a need for developing other industrial and food uses of coconut through a more purposeful and integrated research activity;
WHEREAS, the present stage of development of the coconut and other palm oils in the country is generally characterized by relatively low yields and quality that could be substantially improved given the necessary support from concomitant development activities such as research extension work, marketing and the strengthening of credit institutions;
WHEREAS, the economic well-being of a major part of the population depends to a large extent on the viability of the industry and its improvement in the areas of production, processing and marketing;
