CREATING A PHILIPPINE ORGANIZING COMMITTEE FOR THE CONDUCT OF THE PHILIPPINE PARTICIPATION TO THE INTERNATIONAL EXPOSITION YEOSU KOREA 2012
WHEREAS, the Philippine Government, in its drive to further enhance the promotion of the Philippines and sustain its presence in Korea, which currently is the Philippines top source of tourists from Asia, as well as in the global market, has committed to participate in the International Exposition Yeosu Korea 2012 (Expo 2012) to be held from 12 May to 12 August 2012 in Yeosu, Korea;
WHEREAS, the Philippine participation in Expo 2012 provides an excellent opportunity for the Philippines to present itself, and create awareness about its rich natural resources and cultural heritage, its colorful history and people, and its progressing economy and technology to a wide audience across the world;

Creation of the Philippine Organizing Committee (POC) for Philippine Participation in Expo 2012 Yeosu, Korea
- Composition of the POC (Section 1):
• Chairperson: Secretary of the Department of Tourism (DOT)
• Vice-Chairperson: Secretary of the Department of Foreign Affairs (DFA)
• Members: Secretaries of the Department of Trade and Industry (DTI), Department of Environment and Natural Resources (DENR), Department of Budget and Management (DBM); Chairpersons of the Philippine Amusement and Gaming Corporation (PAGCOR) and National Commission for Culture and the Arts (NCCA); and Private Sector Representatives.
• Quorum requirement and authority to designate alternates.
- Authority and Functions of the POC (Section 2):
• Formulate and implement work plan, budget, and monitor activities for Philippine participation.
• Coordinate between private sector and government agencies.
• Maximize benefits through a concerted and cost-effective approach.
• Formulate appropriate theme, concept, and message aligned with Expo 2012 theme.
• Ensure safety and protection of government properties and exhibit materials.
• Accept sponsorships and funds subject to accounting and auditing rules.
• Call on government agencies for assistance as necessary.
• Enter into necessary agreements/contracts.
• Undertake measures for successful Philippine participation.
- Executive Committee (Section 3):
• POC Chairperson may create an Executive Committee with government and private sector representatives.
- Commissioner General (Section 4):
• Designated by POC Chairperson from DOT or Tourism Promotions Board (TPB).
• Act as contact person, attend activities, and perform functions for successful participation.
- Secretariat (Section 5):
• Established by Commissioner General to oversee day-to-day operations and preparations.
• Personnel sourced from DOT and TPB, with honoraria or allowances as prescribed by law.
- Funding (Section 6):
• Total funding of ₱70.3 Million charged to agencies for 2011 and 2012:
- DOT: ₱33.6 Million
- DFA: ₱10.0 Million
- DTI: ₱10.0 Million
- DENR: ₱5.0 Million
- PAGCOR: ₱11.7 Million
• Separate bank account and book of accounts to be maintained.
• Savings and income generated to be held in trust.
- Reporting to the President (Section 7):
• POC Chairperson to submit periodic reports and a final report within 60 days after Expo 2012 closing.
- Cessation of the POC (Section 8):
• POC to cease 60 days after final report submission, unless otherwise ordered.
- Repealing Clause, Separability Clause, and Effectivity (Sections 9-11).
