Executive Order No. 321

Creation of Presidential Commission for Central Luzon Growth Corridor
- Section 1: Creates a Presidential Commission for Central Luzon Growth Corridor within the provinces of Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales, responsible for orchestrating and coordinating development efforts for the Central Luzon growth area.

Composition of the Commission
- Section 2: The Commission is chaired by the Secretary of Trade and Industry, with the Director-General of NEDA and Chairman of RDC Region III as Vice-Chairmen.
- Members include representatives from various government agencies, local government units, and 3 private sector/NGO representatives appointed by the President.

Functions and Responsibilities of the Commission
- Section 3:
• Prepare an inventory of existing land use plans, programs, and projects in Central Luzon. (Sec. 3a)
• Review existing development plans, including the proposed Master Plan on the Central Luzon Development Program. (Sec. 3b)
• Prepare an Integrated Development Plan for the Central Luzon Growth Area, considering infrastructure, agri-industry, housing, tourism, environment, natural resources, and other investment activities, for implementation by concerned agencies or private sector. (Sec. 3c)
• Adopt a process of maximum consultation with local government units and interest groups. (Sec. 3d)
• Ensure fast-tracked implementation of the Integrated Development Plan. (Sec. 3e)
• Identify sources of funds, both local and foreign, for implementation of development programs and projects. (Sec. 3f)
• Act as the central coordinating body and issue resolution body for the Central Luzon Growth Corridor. (Sec. 3g)
• Recommend necessary ordinances and measures to local Sanggunians. (Sec. 3h)
• Submit quarterly status reports to the Office of the President. (Sec. 3i)
• Undertake other functions as directed by the President. (Sec. 3j)

Secretariat Support and Funding
- Section 4: The Department of Trade and Industry shall provide technical and secretariat support to the Commission.
- Section 5: Funding for the initial year of operations shall be sourced from the President's Contingent Fund, as recommended by the Commission. Succeeding years' appropriations shall be incorporated in the annual appropriations of the Department of Trade and Industry.

Assistance from Government Agencies and Local Government Units
- Section 6: The Commission is authorized to call upon any government department, agency, instrumentality, government-owned and controlled corporation, or local government unit for assistance in discharging its functions. The Commission may also organize sectoral "Task-Forces" as necessary.

Saving Clause and Effectivity
- Section 7: All existing Presidential Issuances and Directives covering the Central Luzon Area shall remain in effect, except for portions inconsistent with this Order.
- Section 8: This Executive Order shall take effect immediately.

EXECUTIVE ORDER NO. 321 April 9, 1996 CREATING A PRESIDENTIAL COMMISSION FOR THE CENTRAL LUZON GROWTH CORRIDOR AND FOR OTHER PURPOSES WHEREAS, there is a need to ensure that the benefits from the economic activities of Clark Special Economic Zone, Subic Bay Freeport Zone, Mariveles Export Processing Zone, and other special economic zones, are enjoyed by the nearby areas; WHEREAS, there is a need to fast-track the implementation of programs and projects to facilitate the development of Central Luzon especially the areas affected by lahar in the provinces of Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales; and WHEREAS, toward the integrated and harmonized development of the Central Luzon area, there is a need to rationalize existing activities in these areas as well as to involve other government and non-government entities in the development efforts to achieve complementation of activities for these areas and maximization of government's limited resources.
