Creation of Presidential Task Force for Reconstruction and Development of Mindanao
- Created a Presidential Task Force to address the armed insurrection in Mindanao and its consequences. (Section 1)
- The Task Force is composed of the following members:
  - Executive Secretary (Chairman)
  - Secretary of Public Works, Transportation & Communications
  - Secretary of Finance
  - Secretary of National Defense
  - Secretary of Social Welfare
  - Secretary of Agriculture and Natural Resources
  - Secretary of Health
  - Director-General, National Economic Development Authority (Section 2)
- An Implementing Staff located in Mindanao is designated to assist the Task Force, composed of:
  - Commanding Officer of the Fourth Military Area (Coordinator)
  - Chairman, Mindanao Development Authority
  - Governors of all provinces in Mindanao
  - Presidential Regional Officers for Development (Mindanao) (Section 2)

Objectives and Functions of the Task Force
1. Immediate assessment of damage to private property, government facilities, services, and establishments. (Section 3.1)
2. Identify and mobilize funds, and prepare an integrated plan for full reconstruction and rehabilitation of Mindanao within the national development program. (Section 3.2)
3. Restoration of peace and order through military operations, apprehension of rebellious leaders and followers, and implementation of a selective amnesty and rehabilitation program. (Section 3.3)
4. Undertake other actions necessary to achieve the objectives. (Section 3.4)

Support and Reporting
- The Development Management Staff, National Computer Center, and Infrastructure Operations Center are designated as the Secretariat to the Task Force, with the Development Management Staff as the overall coordinator. (Section 4)
- The Task Force, Secretariat, and Implementing Staff are authorized to call upon all government agencies and private sector for cooperation and assistance. (Section 5)
- The Task Force shall operate and exercise its powers until its tasks are completed, and shall submit a report of its accomplishments to the President within 3 months. (Section 6)

EXECUTIVE ORDER NO. 411 April 2, 1973 CREATING A PRESIDENTIAL TASK FORCE FOR THE RECONSTRUCTION AND DEVELOPMENT OF MINDANAO WHEREAS, the armed insurrection in Mindanao that is currently being subdued by government military forces has seriously disrupted peace and order in the area; WHEREAS, as a result of such armed insurrection, substantial damage has been caused to lives and property and business and economic activities have been dislocated; WHEREAS, as a consequence, the national goal for the development of Mindanao has been set back and mere government military operations to subdue lawless elements is obviously not adequate for the restoration of peace and order and the promotion of economic development in the area; WHEREAS, the restoration therein of peace and order and the national goal for the economic development of Mindanao call for immediate reconstruction and rehabilitation operations by a special task force that shall pool all government resources from its economic development, financial, welfare and health agencies as well as its military units; NOW, THEREFORE, I, FERDINAND E.
