CREATING A SILTATION STEERING COMMITTEE TO MANAGE A TRUST FUND FOR SILTATION AND EROSION-RELATED ISSUES
WHEREAS, the issue on siltation is a most-often cited issue particularly in relation to the San Roque Multi-Purpose Dam Project (SRMDP);
WHEREAS, there is a real need to address the concern on the ground and put in place a mechanism that will facilitate the management of the problem;
WHEREAS, the National Power Corporation (NPC) has approved an initial amount of TWENTY MILLION PESOS (P20,000,000.00) as Trust fund to mitigate siltation and erosion problems that are existing and that may arise in the future;
NOW THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a SILTATION STEERING COMMITTEE to manage a Trust fund for siltation and erosion-related issues.
SECTION 1. Composition. C The Steering Committee shall be composed of:

Creation of Siltation Steering Committee
• To manage a trust fund for siltation and erosion-related issues (Section 1)
• Composition (Section 1):
- Chairman: Mayor of Itogon
- Co-Chairman: DENR-CAR Regional Executive Director
- Members: Representatives from Provincial Government of Benguet, Office of the Cabinet Officer for Regional Development-CAR, Office of the President, Religious Sector/NGO/PO, Dalupirip-Ampucao-Poblacion-Tinongdan Indigenous Organizations
- Secretariat: National Power Corporation
Functions of the Committee (Section 2):
• Receive, administer and manage a trust fund of Twenty Million Pesos (P20,000,000.00) deposited for the account of Itogon Municipal Government. (Section 2.1)
• Authorize disbursements from the trust fund for siltation and erosion problems, subject to accounting and auditing rules, with signatures of Chairman and Co-Chairman. (Section 2.2)
• Commission studies, surveys and activities to identify structures and processes to minimize siltation along Agno River, its tributaries, the proposed dam lake, and adjoining watershed area. (Section 2.3)
• Establish a Geographic Information System (GIS) to facilitate project planning and decision making. (Section 2.4)
• Formulate/adopt implementing rules and regulations, including criteria for utilization of the fund and its earned interests. (Section 2.5)
Effectivity (Section 3):
• This Executive Order takes effect immediately.
