Summary of Executive Order No. 512

Declaring the Need for a National Action Program on Science and Technology (Sec. 1)
- Conduct a study to formulate a national action program on science and technology development and delivery to support national development and benefit the majority of people.

Components of the National Action Program (Sec. 2)
- Overall program plan providing policy guidelines, priority programs, and general scheme for science and technology development.
- Project studies:
    1. Identify and establish a network of research institutes to support industry and government needs, including manpower, resource, and organizational requirements. (Sec. 2b(1))
    2. Formulate a program on utilizing Filipino expertise, including schemes for mobilizing experts to support national development efforts, and review the Balik-Scientist program and Science Attache System. (Sec. 2b(2))
    3. Develop an interlinked information system on science and technology to organize information and monitor developments. (Sec. 2b(3))
- Technology delivery programs and impact projects related to agricultural development, industrial development, infrastructure programs, and delivery of social services. (Sec. 2c)

Creation of the Task Force on the Formulation of a National Action Program on Science and Technology (Sec. 3)
- Composition:
    1. Chairman of the National Science Development Board as Chairman.
    2. Members include heads of various government agencies and councils. (Sec. 3a)
- Functions and duties:
    1. Assess current and proposed policies, programs, and structure of science and technology. (Sec. 3b(1))
    2. Provide guidelines on formulating projects and plans for the action program. (Sec. 3b(2))
    3. Determine technology delivery pilot projects related to various sectors. (Sec. 3b(3))
    4. Establish and supervise a working staff to provide support services. (Sec. 3b(4))
    5. Contract academic, research institutions, and consultancy services as necessary. (Sec. 3b(5))
    6. Call upon staff from member agencies for assistance. (Sec. 3b(6))
    7. Undertake other activities to promote the objectives. (Sec. 3b(7))

Support and Administration (Sec. 4-7)
- The Task Force shall be supported by a working staff headed by an Executive Director. (Sec. 4)
- The Chairman shall preside over meetings, receive gifts or donations, and administer funds upon approval by a majority of members. (Sec. 5)
- The Chairman may constitute ad hoc committees with members and experts. (Sec. 6)
- The Budget Commission shall allocate necessary funds as determined and recommended by the Task Force. (Sec. 7)

Reporting and Effectivity (Sec. 8-9)
- The Task Force shall submit its report to the President as soon as possible. (Sec. 8)
- This Executive Order shall take effect immediately upon approval. (Sec. 9)
