CREATING AN INTER-AGENCY COMMITTEE ON THE DEVELOPMENT OF FISHERY AND ALLIED INDUSTRIES AS A COMPONENT OF THE SOCIO-ECONOMIC DEVELOPMENT PROGRAM FOR THE MUNICIPALITY OF MORONG, PROVINCE OF BATAAN
WHEREAS, the socio-economic development of the Filipino community contiguous to the Philippine Refugee Processing Center (PRPC) is one of the objectives of the Government of the Republic of the Philippines in the establishment of that Center;
WHEREAS, the PRPC is located in the Municipality of Morong and the Filipino community in that municipality should be the beneficiary of the development brought about by the establishment of the Center;
WHEREAS, the Government of Japan as one of the participants in the programs of the PRPC, has expressed its desire to assist in the socio-economic development program for the Municipality of Morong;

EXECUTIVE ORDER NO. 981
Purpose: To create an Inter-Agency Committee on the Development of Fishery and Allied Industries in the Municipality of Morong, Province of Bataan, as a component of the socio-economic development program for the area.
Background:
- The Philippine Refugee Processing Center (PRPC) is located in Morong, Bataan.
- The Government of Japan extended a grant of up to 230,000,000 Yen for the purchase of fishing vessels, equipment, machineries, and services as its contribution to the socio-economic development program of Morong.
Provisions:
1. Establishment of the Inter-Agency Committee (Sec. I)
- Composed of representatives from the PRPC, Municipality of Morong, Bureau of Fisheries and Aquatic Resources (BFAR), Bureau of Cooperative Development (BCOD), and Maritime Industry Authority (MARINA).
- The PRPC Administrator serves as the Chairman, and the Municipal Mayor of Morong as the Vice-Chairman.
2. Functions of the Inter-Agency Committee (Sec. II)
- Authorized to execute payments, sign documents, and carry out the proper implementation of the project. (Sec. II.a)
- Receive the grant from the Government of Japan on behalf of the Republic of the Philippines. (Sec. II.b)
- Conduct biddings, enter into contracts with winning bidders, and execute actions required under the Exchange of Notes with Japan to procure fishing vessels, equipment, accessories, and services. (Sec. II.c)
- Transfer, dispose of, or donate the acquired vessels, equipment, supplies, and accessories to a fishing cooperative to be organized in Morong, under terms and conditions determined by the Committee. (Sec. II.d)
- Hire personnel and employ consultants as necessary on a contractual basis. (Sec. II.e)
- Formulate policies and guidelines on the implementation of the Fishery Project. (Sec. II.f)
- Provide technical and advisory assistance to the fishing cooperative, and monitor and supervise its management and operations. (Sec. II.g)
3. Organization of a Fishing Cooperative (Sec. III)
- The Committee, through the BCOD, shall organize a fishing cooperative in Morong with the largest possible membership among families engaged in fishing and allied industries.
- The Municipal Mayor and Treasurer of Morong shall be ex-officio members of the Cooperative's Board of Directors.
4. Transfer of Assets to the Cooperative (Sec. IV)
- Upon certification by the BCOD that the Cooperative is operational, the Committee shall transfer the acquired fishing vessels, equipment, accessories, and funds to the Cooperative.
5. Regulatory Power and Supervision (Sec. V)
- The Committee shall exercise regulatory power, supervise, and monitor the implementation of the Project by the Cooperative, even after the PRPC operations cease.
- The Cooperative shall submit its annual program to the Committee for review and approval, and periodic reports on its operations.
6. Technical Assistance and Training (Sec. VI)
- The BFAR shall provide technical facilities, manpower, training, and skills development for the Cooperative members and employees to ensure proper, maximum, and profitable utilization of the acquired assets.
7. Support from Member Agencies (Sec. VII)
- The member agencies of the Committee shall provide technical assistance and support to the Committee and the Cooperative on matters falling under their respective functional responsibilities.
8. Budget Allocation (Sec. VIII)
- An amount of ₱2.6 Million from the Economic Support Fund of the Office of the President is allocated to support the operations of the Inter-Agency Committee.
- The Minister of the Budget and Management is directed to immediately release the said amount as a special fund exempt from economy measures.
9. Effectivity (Sec. IX)
- This Executive Order shall take effect immediately.
