PRESIDENTIAL DECREE No. 1321 April 3, 1978

CREATING BARANGAY MOONWALK IN THE MUNICIPALITY OF PARAÑAQUE, METRO MANILA

WHEREAS, the fundamental aim of the State is to hasten up the pace of socio-economic development throughout the country;

WHEREAS, the effective implementation of the declared programs of the government on development hinges primarily on the administrative efficiency of each and every local government units;

WHEREAS, it has been the clamor of the residents of the proposed barangay with the conformity of the elective officials of the locality to create the new barangay so as to achieve a closer supervision of the execution of the development programs of the locality;

WHEREAS, the creation of the proposed barangay will redound and contribute greatly to the upliftment of the socio-economic well-being of the residents therein;

Summary of Presidential Decree No. 1321

Creation of Barangay Moonwalk
- Section 1: The subdivisions Moonwalk Phase I and II, Bricktown Phase 1, 2, and 3, and Multinational Village in Barangay Sto. Niño, Parañaque, Metro Manila are detached and separated to form the new Barangay Moonwalk.
- The mother barangay, Barangay Sto. Niño, continues to legally exist.

Applicability of Laws
- Section 2: Except as provided in the decree, all laws applicable to regular barangays shall apply to Barangay Moonwalk.

Transition of Officials
- Section 3: The current elective barangay officials of Barangay Sto. Niño shall continue their duties in Barangay Moonwalk until new officials are appointed by the President.
- The appointed officials shall hold office until successors are elected in the next regular barangay elections, unless removed earlier by the President.
- Necessary appointive officers and employees shall be appointed as provided by existing laws to organize the government of Barangay Moonwalk.

Transfer of Assets and Liabilities
- Section 4: Upon the decree's effectivity, Barangay Moonwalk's proportionate share of obligations, funds, assets, and other property of Barangay Sto. Niño shall be transferred by the President upon the recommendation of the Commission on Audit.

Repealing Clause
- Section 5: All laws, executive orders, or regulations inconsistent with the decree are repealed or modified accordingly.

Effectivity Clause
- Section 6: The decree takes effect immediately.
