Summary of Presidential Decree No. 1340Creation of Barangay Pilar Village
- Pilar Village Subdivision in Barangay Almanza, Municipality of Las Piñas, Metro Manila, is detached and separated from Barangay Almanza to form a distinct and independent barangay called Barangay Pilar Village. (Section 1)
- The legal existence of Barangay Almanza is not affected. (Section 1)
Applicability of Laws
- All provisions of law applicable to regular barangays shall be applicable to Barangay Pilar Village, except as provided in the decree. (Section 2)
Barangay Officials
- The present elective barangay officials of Barangay Almanza shall continue to perform their duties in the newly created Barangay Pilar Village until new officials are appointed by the President. (Section 3)
- The appointed officials shall hold office until their successors are elected in the regular elections for barangay officials following the issuance of the decree, unless sooner removed at the pleasure of the President. (Section 3)
- Necessary appointive officers and employees to organize or complete the government personnel of Barangay Pilar Village shall be appointed as provided for under existing laws. (Section 3)
Transfer of Assets and Liabilities
- Upon the effectivity of the decree, the proportionate share of Barangay Pilar Village in the obligations, funds, assets, and other property of Barangay Almanza shall be transferred by the President to the newly created barangay upon the recommendation of the Commission on Audit. (Section 4)
Repealing Clause
- All laws, executive orders, or regulations inconsistent with the decree are hereby repealed or modified accordingly. (Section 5)
Effectivity
- The decree shall take effect immediately. (Section 6)

PRESIDENTIAL DECREE No. 1340
CREATING BARANGAY PILAR VILLAGE IN THE MUNICIPALITY OF LAS PIÑAS, METRO MANILA
WHEREAS, the fundamental aim of the government is to develop the entire country through socio-economic upliftment of the inhabitants especially in this period of economic adjustment of our people;
WHEREAS, the primordial aim of development can be best achieved by creation of local government units which could, through faster administrative response, greatly contribute to the social, educational, cultural and economic needs of our people;
WHEREAS, in the execution of government programs geared towards the hastening up of progress throughout the land, close supervision by local officials is a necessity so as to enhance the development of the areas involved;
NOW, THEREFORE, I, FERDINAND, E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree as part of the law of the land, the following:
