EXECUTIVE ORDER NO. 497 January 31, 1978

CREATING COMMITTEES FOR THE FIFTH SESSION OF THE UNITED NATIONS CONFERENCE ON TRADE AND DEVELOPMENT (UNCTAD V)

WHEREAS, the Philippine Government during the Fourth Session of the United Nations Conference on Trade and Development (UNCTAD IV) in Nairobi, Kenya, offered to host the Fifth Session of the United Nations Conference on Trade and Development (UNCTAD V) to be held in Manila on 3 May 1 June 1979, which offer was accepted by the UNCTAD Trade and Development Board at its seventeenth session and approved by the United Nations General Assembly at its thirty-second session last year;

WHEREAS, the Philippine Government attaches great importance to the Conference which will consider vital questions of trade and development affecting particularly the developing countries;

WHEREAS, it is extremely important that such session of considerable magnitude and significance be efficiently organized and that all governmental and non-governmental agencies concerned should cooperate to ensure its success;

Summary of Executive Order No. 497

Creation of Committees for the Fifth Session of the United Nations Conference on Trade and Development (UNCTAD V)

- The Philippine Government offered to host the Fifth Session of the United Nations Conference on Trade and Development (UNCTAD V) in Manila from May 3 to June 1, 1979, which was accepted by the UNCTAD Trade and Development Board and approved by the United Nations General Assembly. (Preamble)
- The Philippine Government attaches great importance to the Conference, which will consider vital questions of trade and development affecting developing countries. (Preamble)
- It is important that the session is efficiently organized and that all governmental and non-governmental agencies cooperate to ensure its success. (Preamble)

Committee on Substantive Matters (Section 1)
- Chaired by the Secretary of Foreign Affairs
- Co-Chaired by the Secretary of Trade
- Vice-Chaired by the Secretary of Finance
- Co-Vice-Chaired by the Secretary of Economic Planning
- Members include the Secretaries of Industry, Agriculture, Natural Resources, Social Services and Development, Tourism, Public Information, the Governor of the Central Bank, and the President of the Philippine National Bank.

Committee on Conference Arrangements (Section 2)
- In charge of preparing conference facilities and services
- Chaired by the Undersecretary of Foreign Affairs
- Co-Chaired by the Undersecretary of Trade
- Vice-Chaired by the Assistant Secretary for United Nations Affairs and International Conferences, Department of Foreign Affairs
- Members include representatives from various government agencies and organizations

Other Provisions
- The Secretary of Foreign Affairs shall establish a system of per diems and allowances for secretariat and other services. (Section 2)
- The Chairmen of the Committees are empowered to request assistance from any government agency and designate personnel, including consultants, as required. (Section 2)
- The Budget Commission is directed to appropriate and release P17,550.00 from the Special Activities Fund for 1978 for the financial and operational requirements of the Committees. (Section 2)
- The Order takes effect immediately. (Section 2)
