Summary of Executive Order No. 363Creation of Consumer Cooperatives and Consumer Unions
- Local Consumer Cooperatives and Consumer Unions shall be created throughout the country to serve as channels for distribution of RCA rice and other prime commodities. (Section 1)
- The cooperatives and unions shall be composed of residents of specific areas in cities, municipalities, and municipal districts, to be determined by the Rice and Corn Administration with assistance from local officials. (Section 1)
- The Cooperatives Administration Office and other government agencies are enjoined to assist in the formation and operation of these consumer cooperatives and unions. (Section 1)
Responsibilities and Coordination
- The Rice and Corn Administration shall coordinate this program and submit a list of nominees who shall be formally charged with implementing this policy. (Section 2)
- All government offices, agencies, government-owned and controlled corporations are directed to extend assistance needed for implementing this program. (Section 3)

EXECUTIVE ORDER NO. 363 January 11, 1972
CREATING CONSUMER COOPERATIVES AND CONSUMER UNIONS.
By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby create local Consumer Cooperatives and Consumer Unions throughout the country to serve as channels of distribution of RCA rice and other prime commodities. Such cooperatives and unions shall be composed of residents of specific areas in cities, municipalities and municipal districts to be determined and fixed by the Rice and Corn Administration with the assistance and active participation of local officials headed by the provincial governors and the city, municipal and municipal district mayors, as the case may be. The Cooperatives Administration Office and other government agencies involved are enjoined to assist in the formation and operation of said consumer cooperatives and unions.
The Rice and Corn Administration shall coordinate this program and shall submit a list of nominees of officials who shall be formally charged with the responsibility of implementing this policy.
