CREATING PREPARATORY COMMITTEES FOR THE THIRD MINISTERIAL MEETING OF THE GROUP OF 77 OF THE UNITED NATIONS CONFERENCE ON TRADE AND DEVELOPMENT (UNCTAD)
WHEREAS, the Philippine Government has offered to host the Third Ministerial Meeting of the UNCTAD Group of 77 to beheld in Manila in February 1976;
WHEREAS, the hosting of the abovementioned Meeting is beneficial to the Philippines in many ways, namely: promote cooperation among developing countries, particularly during this period when the international economic system is being reformed and heavily subjected to strains and stresses; provide the developing countries an opportunity to see first-hand the progress achieved under the New Society; promote trade and tourism; and strengthen the position of Manila as an important conference center in Asia;
WHEREAS, it is extremely important that such a meeting of considerable magnitude and importance be efficiently organized and that all agencies concerned, governmental and non- governmental, should cooperate to ensure its success:

Creating Preparatory Committees for the Third Ministerial Meeting of the UNCTAD Group of 77
- The Philippine Government offered to host the Third Ministerial Meeting of the UNCTAD Group of 77 in Manila in February 1976.
- Hosting the meeting is beneficial for the following reasons:
• Promote cooperation among developing countries, especially during the reformation of the international economic system. (Whereas clause)
• Provide developing countries an opportunity to see the progress achieved under the New Society in the Philippines. (Whereas clause)
• Promote trade and tourism in the Philippines. (Whereas clause)
• Strengthen Manila's position as an important conference center in Asia. (Whereas clause)
- Two committees are created for the efficient organization and running of the meeting:
• Committee on Conference Matters: In charge of preparations for conference facilities, including the conference site. (Section 1)
• Chaired by Assistant Executive Secretary Roberto V. Reyes and Vice-Chaired by Ambassador Leticia R. Shahani. (Section 1)
• Committee on Substantive Matters: (Section 2)
• Chaired by Undersecretary of Foreign Affairs Manuel Collantes and Vice-Chaired by Ambassador Hortencio J. Brillantes, who is designated as Senior Consultant. (Section 2)
• The Secretary of Foreign Affairs shall establish a system of per diems and allowances for secretariat and other services. (Section 2)
- The Chairmen of both committees are empowered to request assistance from any Philippine Government agency and appoint personnel, including consultants, as required. (Section 2)
