Summary:
- Reorganizes the Bureau of Construction and Maintenance of the Ministry of Public Highways into two separate bureaus: the Bureau of Construction and the Bureau of Maintenance.

Bureau of Construction:
- Headed by a Director, assisted by Chiefs of Special Projects Offices (Assistant Directors) and Chief of Contract Management Office (Assistant Director).
- Functions:
    - Road and bridge design and construction. (Section 1(a))
    - Coordination and liaison with foreign funding organizations. (Section 1(b))
- Composed of:
    1. Project Offices (IBRD, ADB, OPCF, PADAP, etc.):
        - Assist in transition of foreign projects into regular work processes. (Section 1(a))
        - Act as liaisons between funding agencies and the Ministry. (Section 1(b))
        - Identify special requirements of funding agencies and develop systems and procedures. (Section 1(c))
        - Identify and evaluate potential sources of funds. (Section 1(d))
        - Recommend terms, conditions, and programs suited to the Ministry's needs. (Section 1(e))
        - Monitor progress of project works for lending agencies. (Section 1(f))
    2. Construction Management Office:
        - Responsible for developing and guiding regions in implementing engineering and management systems for road and bridge design, construction supervision, inspection, and administration.
    3. Preconstruction Design Division:
        - Develop and recommend road and bridge design standards, manuals, and engineering systems and procedures. (Section 1(a))
        - Assist in developing regional design capabilities and programs, and provide technical guidance. (Section 1(b))
        - Develop, implement, monitor, and improve preconstruction management systems. (Section 1(c))
        - Assist in identifying complex design projects for consultants, develop rosters of qualified firms, develop tenders, evaluate proposals, recommend contract awards, and coordinate with regional offices. (Section 1(d))
    4. Engineering Systems and Evaluation Division:
        - Develop and recommend construction supervision and inspection standards, manuals, engineering systems, and procedures. (Section 1(a))
        - Assist in developing regional supervision and inspection capabilities and programs, and provide technical guidance. (Section 1(b))
        - Develop, implement, monitor, and improve construction management systems. (Section 1(c))
        - Assist regions in identifying construction supervision projects for consultants, develop rosters of qualified firms, develop tenders, evaluate proposals, recommend contract awards, and coordinate with regional offices. (Section 1(d))
    5. Contract Administration Division:
        - Develop contractor prequalification criteria, maintain and update rosters, compile contract plans and special provisions, advertise lettings, receive and evaluate proposals, and recommend contract awards. (Section 1(a))
        - Develop and guide regions in implementing contract administration criteria, including documentation and pay requirements. (Section 1(b))
        - Develop and guide implementation of contract management systems and procedures. (Section 1(c))
    6. General Administration Division:
        - Responsible for internal personnel, fiscal, and clerical functions of the Bureau.

Bureau of Maintenance:
- Headed by a Director, assisted by an Assistant Director.
- Functions:
    - Planning and Programming
    - Inspectorate
    - Administration
- Composed of:
    1. Planning and Programming Division:
        - Develop and improve performance standards. (Section 2(a))
        - Develop, implement, and improve maintenance management systems, including techniques for work programming, budgeting, and staffing. (Section 2(b))
        - Develop and implement effective work scheduling and control systems to ensure compliance with approved programs and budgets. (Section 2(c))
        - Develop management information systems meeting the unique needs of each level of management. (Section 2(d))
        - Monitor to improve standards and systems, and identify units not operating in accordance with approved standards and systems. (Section 2(e))
        - Provide guidance and assistance to regions. (Section 2(f))
    2. Inspectorate Division:
        - Conduct on-site reviews of levels of service provided, work methods and techniques used, and compliance with approved programs.
        - Prepare improvement action reports for use by regional and Bureau of Maintenance officials.
    3. Administration Division:
        - Responsible for internal personnel, fiscal, and clerical functions of the Bureau.

Appointment of Officials:
- Directors and Assistant Directors of the Bureau of Construction and Bureau of Maintenance shall be appointed by the President upon recommendation of the Minister of Public Highways.
- Chiefs of Divisions of said Bureaus shall be appointed by the Minister of Public Highways in accordance with Civil Service Law, rules, and regulations.

EXECUTIVE ORDER NO. 516 January 9, 1979 CREATING THE BUREAU OF CONSTRUCTION AND THE BUREAU OF MAINTENANCE IN THE MINISTRY OF PUBLIC HIGHWAYS WHEREAS, the Ministry of Public Highways has employed foreign Consultants to study its present organization for the purpose of improving the same to make it more efficient and effective as an implementing agency for the construction of highway projects, particularly those financed with foreign assistance; WHEREAS, the Consultants, after a thorough study of the present organizational set up of the Ministry of Public Highways, including the functions of the different Bureaus and Offices under it, have submitted their findings and recommendations; WHEREAS, the Consultants believe that the efficiency of the Ministry of Public Highways for contract supervision and management, design and construction of projects, and maintenance of all existing roads and bridges could be very much improved if the present Bureau of Construction and Maintenance should be divided into two separate bureaus the Bureau of Construction and the Bureau of Maintenance; WHEREAS, the reorganization recommended by the Consultants is in line with...
