Creation of Film Ratings Board
• Section 1: Creates the Film Ratings Board under the Experimental Cinema of the Philippines (ECP).

Composition of the Board
• Section 2: The Board consists of a chairman and 27 members appointed by the President of the Philippines for a minimum term of 2 years.
• Multisectoral representation is considered to ensure efficiency.
• The chairman and members receive per diems and allowances authorized by the ECP Board of Trustees.

Aims and Objectives
• Section 3: The Board aims to upgrade the quality of Filipino films through an effective film rating and classification system with the following goals:
- Foster intellectual, technical, and aesthetic sophistication in films (Section 3.1).
- Encourage films that strengthen national identity, enhance quality of life, contribute to human dignity, portray universal themes, and examine human conditions (Section 3.2).
- Increase marketability of locally produced films in domestic and foreign markets (Section 3.3).
- Encourage quality orientation in the film industry through recognition of outstanding performances (Section 3.4).

Powers and Functions
• Section 4: The Board has the following powers and functions:
- Establish standards governing film quality (Section 4.1).
- Establish a film rating and classification system (Section 4.2).
- Review and update standards to align with industry requirements (Section 4.3).
- Disseminate standards industry-wide (Section 4.4).
- Review and classify all local films (Section 4.5).
- Develop efficient and effective film rating procedures (Section 4.6).
- Implement the rating system to support the Filipino film industry (Section 4.7).
- Ensure proper awarding of incentives to deserving films (Section 4.8).
- Coordinate with the Board of Review for Motion Pictures and Television (Section 4.9).
- Perform other related functions required by law or the ECP Board of Trustees (Section 4.10).

Director and Duties
• Section 5: The chief executive officer is the Director, appointed by the President upon recommendation of the ECP Board of Trustees.
• The Director concurrently serves as the Chairman of the Film Ratings Board.
• The Director manages the Board's affairs and performs functions assigned by law, the ECP Board of Trustees, and the Film Ratings Board.

Rules and Regulations
• Section 6: The Board shall promulgate necessary rules and regulations to implement its aims and objectives, subject to approval by the ECP Board of Trustees and the President of the Philippines.

Assistance from Government
• Section 7: The Board may request assistance from any government ministry, bureau, office, agency, or instrumentality in performing its functions.

Personnel Appointment
• Section 8: All personnel of the Board shall be appointed by the ECP Director-General, upon recommendation of the Board's Director.

Abolition of Previous Board
• Section 9: The Board of Standards created under Executive Order No. 640-A is abolished, and all its personnel, assets, books, and records are transferred to the Film Ratings Board.

Repealing Clause
• Section 10: All executive orders, administrative orders, rules, or regulations inconsistent with this order are repealed, amended, or modified accordingly.

EXECUTIVE ORDER NO. 811 June 12, 1982 CREATING THE FILMS RATINGS BOARD, DEFINING ITS POWERS AND FUNCTIONS AND FOR OTHER PURPOSES WHEREAS, one of the major powers of the Experimental Cinema of the Philippines (ECP) under Executive Order No. 770, is to establish a national film rating and classification system; WHEREAS, this film rating and classification system shall be the basis of an incentive system to encourage the production of quality Filipino films; WHEREAS, there is a need to create a body or agency under the ECP that shall administer and enforce the film rating and classification system envisioned in Executive Order No. 770. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution and Presidential Decree No. 1416, do hereby order as follows: Sec. 1.
