CREATING THE KILUSANG KABUHAYAN AT KAUNLARAN (KKK) MARKETING COORDINATION CENTER, DEFINING ITS FUNCTIONS AND FOR OTHER PURPOSES
WHEREAS, the government has launched a nationwide movement, the Kilusang Kabuhayan at Kaunlaran to be the centerpiece of the development thrust of the New Republic which aims to establish viable productive enterprises in communities through self-help and self-reliance;
WHEREAS, it has been exercised that availability of marketing support is among the vital factors to the continued viability of livelihood enterprises;
WHEREAS, in order to provide these enterprises comprehensive marketing guidance and assistance, NFA has been tasked in coordination with other government ministries and agencies to provide the marketing component of the movement;
WHEREAS, in order to enhance effective marketing complementation, it is imperative to establish closer linkages among the various components, both the private and government sectors, so as to harmonize strategies in providing market conduits between the livelihood enterprises and markets;

Summary of Executive Order No. 737
Creation of the Kilusang Kabuhayan at Kaunlaran (KKK) Marketing Coordination Center
- Established to institutionalize the linkage between livelihood enterprises and buyers, and provide coordinated marketing support to the national livelihood program. (Section 1)
- Aims to:
1. Monitor livelihood production and evaluate demand in domestic and foreign markets. (Section 1)
2. Assist in providing timely and comprehensive marketing information to livelihood enterprises. (Section 1)
3. Encourage the establishment of more private marketing facilities and services. (Section 1)
Functions and Powers of the KKK Marketing Coordination Center
- Develop and adopt a national marketing strategy supportive to the livelihood program. (Section 2.1)
- Provide basic information to guide livelihood enterprises in marketing commodities or services, both domestic and foreign. (Section 2.2)
- Support the National Council on Livelihood, its secretariat, and regional, provincial, and municipal development councils on marketing matters. (Section 2.3)
- Assist in disseminating market information to livelihood enterprises, prospective buyers, and various institutional components of KKK through mass media. (Section 2.4)
- Assist in showcasing livelihood produce in consumption centers in the country and at Philippine centers abroad. (Section 2.5)
- Call upon other government ministries, agencies, private persons, entities, or organizations to provide support services to the Center. (Section 2.6)
Composition of the KKK Marketing Coordination Center
- Overall Coordinator: Presidential adviser on food & national action officer on food (Ministry of Human Settlements)
- Members: Administrator of National Food Authority, Minister of Trade and Industry, Minister of Natural Resources, Governor of Central Bank of the Philippines, President of Land Bank of the Philippines, President of Philippine Chamber of Commerce and Industry, President of Federation of Filipino Chinese Chamber of Commerce and Industry. (Section 2)
Establishment of Regional, Provincial, and Municipal Coordination Centers
- The KKK National Marketing Coordination Center may create or organize regional, provincial, and municipal coordination centers as needed to further implement the program. (Section 2)
Repealing Clause and Effectivity
- All laws, decrees, executive orders, administrative orders, proclamations, rules, and regulations or parts thereof that conflict with this Executive Order are repealed or modified accordingly. (Section 3)
- This Executive Order shall take effect immediately. (Section 4)
