PRESIDENTIAL DECREE No. 914

CREATING THE LIVESTOCK DEVELOPMENT COUNCIL, DEFINING ITS POWERS AND FUNCTIONS AND PROVIDING FUNDS THEREFOR

(Repealed By Republic Act No. 7884)

WHEREAS, it is the Government's policy to encourage agricultural production in order to achieve food self-sufficiency;

WHEREAS, without a unifying authority, the activities of several government agencies with interrelated functions have sometimes led to duplication and unintegrated measures which frustrate government and private efforts toward the attainment of self-sufficiency in food of animal origin;

WHEREAS, the organization of the National Food and Agriculture Council has made substantial gains in the administration and implementation of food crops production, particularly in rice, corn and other crops;

WHEREAS, there is an urgent need for a coordinating agency similar to the National Food and Agriculture Council that shall oversee, unify, and integrate the administration and implementation of the livestock industries and allied industries' development and rationalization.

Summary of Presidential Decree No. 914

Declaration of Policy (Section 1):
- The State aims to promote the development of the livestock industry to increase the supply of livestock and livestock products and achieve self-sufficiency in food commodities of animal origin.

Creation of the Livestock Development Council (Section 2):
- A body called the Livestock Development Council is created under the administrative supervision of the Department of Agriculture.

Powers and Functions of the Council (Section 3):
- Formulate comprehensive policy guidelines for the development of the livestock industry. (Section 3a)
- Formulate long and short-range programs to achieve self-sufficiency, efficiency, and stability in food commodities of animal origin. (Section 3b)
- Coordinate, integrate, and supervise policies and programs of government agencies involved in implementation. (Section 3c)
- Evaluate activities and accomplishments of government agencies involved in livestock development programs. (Section 3d)
- Assist, coordinate, and integrate private sector activities with the government sector for livestock development programs. (Section 3e)
- Call on any government department, bureau, office, agency, and other instrumentalities for personnel, facilities, and resources as needed. (Section 3f)
- Perform other functions necessary to attain the objectives of the livestock development programs. (Section 3g)

Composition of the Council (Section 4):
A. Government Sector:
- Heads of various government departments, agencies, and institutions, or their representatives.
B. Private Sector:
- Presidents or representatives of various livestock industry associations and organizations.
- The Secretary of the Department of Agriculture or their representative shall be the Chairman of the Council.

Executive Staff (Section 5):
- The Council shall have an Executive Staff under the supervision of an Executive Director.
- The Council shall organize the Executive Staff, fix their salaries and remunerations, and the Chairman shall appoint all personnel.

Livestock Development Fund (Section 6):
- A fee of three pesos (P3.00) shall be collected for the registration of large cattle.
- One peso (P1.00) shall go to the municipality where the registration takes place.
- Two pesos (P2.00) shall go to the Livestock Development Fund, with one peso (P1.00) used to carry out the Council's functions and one peso (P1.00) used to assist accredited private organizations or associations in their development work on the livestock industry.

Appropriation of Funds (Section 7):
- The Department of Agriculture is directed to appropriate and release sufficient funds for the organization and initial operations of the Council.
- Funds sufficient to fully carry out the Council's functions and objectives shall be appropriated every fiscal year in the General Appropriations Act.

Repealing Clause (Section 8):
- All laws, decrees, executive orders, administrative orders, rules and regulations, or parts thereof, which are inconsistent with this Decree are hereby repealed or modified accordingly.

Separability Clause (Section 9):
- If any provision of this Decree shall be invalid, the remainder shall continue to be operative.

Effectivity (Section 10):
- This Decree shall take effect immediately.
