- Ministry of Human Settlements (MHS):

- Design, formulate, implement and administer Markets Infrastructure Development Program
- Promote improvement of market support enterprise facilities and operations
- Provide financial assistance for construction or upgrading
- Develop standardized prototype designs
- Produce pre-fabricated construction materials through National Housing Corporation
- Ministry of Local Government:
- Provide, mobilize and coordinate assistance and resources at regional, provincial, city and municipal levels
- National Food Authority:
- Provide support for efficient movement of commodities, particularly Kilusang Kabuhayan at Kaunlaran (KKK) products
- Bureau of Animal Industry:
- Provide support in formulation and implementation of livestock marketing plan
- Ministry of Natural Resources:
- Provide support in fish marketing
- Ministry of Public Works and Highways:
- Assist, coordinate and monitor infrastructure construction in project areas
Powers and Functions (Sec. 3)
- Coordinate and rationalize planning and programming of government activities related to markets infrastructure development
- Review, evaluate and approve project proposals for construction or upgrading of market support enterprises
- Supervise operation of public markets and establish policies and guidelines on standards
- Determine and mobilize organizational requirements for planning and operation at regional, provincial and municipal levels
- Encourage, conduct or promote studies and research on markets infrastructure development
- Enter into contracts and arrangements for accomplishing purposes
- Submit regular reports to the President on status and progress
- Perform other necessary functions or activities
Executive Committee (Sec. 4)
- Composed of Minister of Human Settlements and two designated Council members
- Manage and administer affairs, functions and activities of the Council
Secretariat (Sec. 5)
- Assist the Executive Committee under supervision of MHS
- Headed by an Executive Director appointed by the Executive Committee
- Provide staff and support services
Financial Requirements (Sec. 6)
- P2.0 Billion appropriated in the General Appropriations Act
- Council to submit annual programming of funds for approval
- For 1982, P100 Million to be released from Capital Investment Program of MPWH
- MHS to provide funds for organization and operations of Secretariat
Support and Assistance (Sec. 7)
- Council or Secretariat authorized to call upon any government agency for assistance
Repealing Clause (Sec. 8)
- Inconsistent laws, orders, rules and regulations repealed or modified
Effectivity (Sec. 9)
- Order takes effect immediately

CREATING THE MARKETS INFRASTRUCTURE DEVELOPMENT COUNCIL VESTING THE SAME WITH POWERS AND FUNCTIONS, PROVIDING APPROPRIATIONS THEREFOR AND FOR OTHER PURPOSES
WHEREAS, markets support enterprises such as public markets, slaughterhouses, warehouses, ice plants and cold storage facilities enhance municipal, provincial and regional economies;
WHEREAS, the operation and development of market support enterprises is fragmented and isolated within local government units, and lacking in guidance from a central planning agency which can coordinate and integrate efforts towards national programs and goals;
WHEREAS, there is an urgent need to rationalize the operations of markets infrastructure and to integrate them into a network of marketing support centers to increase their developmental contribution to urban and rural economies by providing ready markets for Kilusang Kabuhayan at Kaunlaran and other livelihood products;
WHEREAS, under Presidential Decree No. 1416, as amended, the President is empowered to institute and undertake such organizational and related changes as may be dictated by national development efforts;
