Summary of Executive Order No. 81Creation and Mandate (Section 1):
- Creates the Mindanao Power Monitoring Committee (MPMC) to spearhead and coordinate efforts to improve the power situation in Mindanao.
Composition (Section 2):
- Headed by the Mindanao Development Authority (MinDA).
- Members include the Department of Energy, Energy Regulatory Commission, National Electrification Administration, National Power Corporation, Power Sector Assets and Liabilities Management Corporation, Mindanao Electric Power Alliance, and Association of Mindanao Rural Electric Cooperatives.
Duties and Functions (Section 3):
- Develop a database on the Mindanao power sector and related matters. (Section 3a)
- Assess the current Mindanao power sector situation and evaluate the viability of Mindanao Power Summit recommendations. (Section 3b)
- Regularly submit reports and recommendations to the President. (Section 3c)
- Perform other duties necessary to implement the Executive Order. (Section 3d)
Secretariat (Section 4):
- MinDA shall serve as the Secretariat and provide administrative support.
- MinDA shall be the repository of all MPMC documents and records.
Agencies' Support (Section 5):
- MPMC may seek assistance from other government agencies, government-owned and controlled corporations, and relevant entities.
Funding (Section 6):
- Initial funding for the first year shall be determined jointly by the Department of Budget and Management and MinDA, sourced from the Contingent Fund and other identified sources.
- Subsequent funding shall be incorporated in MinDA's regular budget.
Repealing Clause (Section 7):
- Repeals, amends, or modifies orders, rules, regulations, and issuances inconsistent with this Executive Order.
Separability Clause (Section 8):
- If any provision is declared invalid or unconstitutional, the other provisions shall remain valid and subsisting.
Effectivity (Section 9):
- The Executive Order shall take effect immediately upon publication in a newspaper of general circulation.

EXECUTIVE ORDER No. 81
CREATING THE MINDANAO POWER MONITORING COMMITTEE
WHEREAS, Republic Act No. 9136 or the “Electric Power Industry Reform Act of 2001” was enacted to provide a framework for the restructuring of the electric power industry, including the privatization of assets of the National Power Corporation, the transition to the desired competitive structure, and the definition of the responsibilities of various government agencies and private entities;
WHEREAS, it is the primary duty and responsibility of the State to ensure the quality, reliability, security and affordability of the supply of electric power;
WHEREAS, Republic Act No. 9996 or the “Mindanao Development Authority Act of 2010” provided as a declared policy of the State to “address the need for a coordinated and integrated approach in the formulation and implementation of various Mindanao-wide inter-regional development plans, programs, and projects;
WHEREAS, there is a need for a coordinating body that will monitor, harmonize, and integrate recommendations on addressing the issues and carrying out specific initiatives for the Mindanao power...
