Summary of Presidential Decree No. 1086Creation of the Municipality of Languyan
- Barangays Languyan Proper, Darussalam, Maraning, Tohog-Tohog, Parang Pantay, Bas Nunuk, Simalak, Bakong, Tumbaga-an, Bas-bas and Tumahubong are detached from the municipalities of Bongao, Tandubas and South Ubian in the province of Tawi-Tawi to constitute the new Municipality of Languyan. (Section 1)
- The seat of government of the new municipality shall be in Barangay Languyan Proper. (Section 2)
Applicability of Laws
- Except as provided in the decree, all laws applicable to regular municipalities shall apply to the new Municipality of Languyan. (Section 3)
Transition of Officials and Personnel
- The present elective officials of Bongao shall perform their duties in the new municipality until new officials are appointed by the President and elected in the next election for provincial and municipal officials. (Section 4)
- Necessary appointive officers and employees shall be appointed to organize the new municipality's government personnel as provided by existing laws. (Section 4)
Transfer of Obligations, Funds, Assets and Property
- Upon effectivity of the decree, the proportionate share of Languyan in the obligations, funds, assets and other property of Bongao, Tandubas and South Ubian shall be transferred by the President upon recommendation of the Commission on Audit. (Section 5)
Repealing Clause and Effectivity
- All laws, executive orders or regulations inconsistent with the decree are repealed or modified accordingly. (Section 6)
- The decree shall take effect immediately. (Section 7)

PRESIDENTIAL DECREE No. 1086
CREATING THE MUNICIPALITY OF LANGUYAN IN THE PROVINCE OF TAWI-TAWI
WHEREAS, it is the primary goal of the state to accelerate the place of progress throughout the land, not only in areas where economic development lagged but likewise in places where political reasons, among others, constitute a serious impediment toward the realization of the aims and purposes of the New Society;
WHEREAS, the primordial aim of development and rehabilitation in the province of Tawi-Tawi can be best achieved by the creation of local government units which could, through faster administrative response, provide prompt and adequate assistance to the social, cultural and economic needs of its residents;
WHEREAS, the creation of the proposed municipality will redound and contribute greatly to the maintenance of peace and order and to the pacification drive to restore normalcy in the area;
