Summary of Presidential Decree No. 1237Creation of the Municipality of Talusan
- Barangays Talusan, Florida, Baganipay, Mahayahay, Laparay, Sagay, Kawilan, Samonte, Kasigpitan, Bualan, Bolingan, Aurora, Tuburan and Moalboal are detached from the Municipality of Mabuhay, Zamboanga del Sur to form the new Municipality of Talusan. (Section 1)
- The specific boundaries of the new municipality are defined. (Section 1)
- The seat of government shall be in Barangay Talusan. (Section 1)
Applicability of Laws
- Except as provided, all laws applicable to regular municipalities shall apply to the Municipality of Talusan. (Section 2)
Transition of Officials and Employees
- The current elective municipal officials of Mabuhay shall continue their duties in Talusan until new officials are appointed by the President. (Section 3)
- The appointed officials shall hold office until successors are elected in the next regular elections, unless removed by the President. (Section 3)
- Necessary appointive officers and employees shall be appointed to organize the government of Talusan. (Section 3)
Transfer of Assets and Liabilities
- Upon effectivity, Talusan's proportionate share of obligations, funds, assets, and other property of Mabuhay shall be transferred by the President upon recommendation of the Commission on Audit. (Section 4)
Repealing Clause
- All laws, executive orders, or regulations inconsistent with this Decree are repealed or modified accordingly. (Section 5)
Effectivity
- This Decree shall take effect immediately. (Section 6)

PRESIDENTIAL DECREE No. 1237
CREATING THE MUNICIPALITY OF TALUSAN IN THE PROVINCE OF ZAMBOANGA DEL SUR
WHEREAS, the primary goal of the State is to develop the entire country thru socio-economic upliftment of the inhabitants especially in this period of economic dislocation of our people,
WHEREAS, the primordial aim of development can be best achieved by the creation of local government units which could, through faster administrative response, greatly contribute to the social, educational, cultural and economic needs of the residents of the proposed municipality;
WHEREAS, subject locality, if created into an independent municipality will redound and contribute greatly to the pacification drive to restore normalcy in the area;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree, as part of the law of the land, the following:
