PRESIDENTIAL DECREE No. 190 May 11, 1973

CREATING THE NATIONAL DEFENSE COLLEGE OF THE PHILIPPINES AND PROVIDING FOR AN ACADEMIC BOARD THEREFOR

WHEREAS, the need for an institution to provide for continuing and intensive studies of the diversified problems relative to national defense and security has long been felt in the Department of National Defense;

WHEREAS, the government is strongly committed to the proposition that the defense of the State is the prime duty of every citizen such that the preparation, mobilization and execution of plans which involve the financial, industrial, economic, social and moral forces and resources of the nation are responsibilities which should be borne not only by the Department of National Defense but also by the other branches of the Government as well as the private sector;

WHEREAS, in order to effectively implement these plans, there is an urgent need for a highly reputable educational and doctrinal center to turn out needed qualified military leaders and civilian executives; and

Summary of Presidential Decree No. 190

Establishment of the National Defense College of the Philippines (Section 1)
- An educational institution called the "National Defense College of the Philippines" shall be established in the Armed Forces of the Philippines.

Purpose and Administration (Sections 2-3)
- The College shall prepare and train potential national defense leaders and civilian officers for key positions.
- It shall be organized and administered by the Chief of Staff, Armed Forces of the Philippines, under the supervision of the Secretary of National Defense.
- The College shall be administered through the President of the College with the assistance of an Academic Board.
- The College has the power to confer the degree of Master in National Security Administration (MNSA) to students who complete the prescribed course.
- Students who completed the course before this Decree are eligible for the MNSA degree.

Functions of the Academic Board (Section 4)
- Supervise the academic affairs of the College.
- Recommend academic consultants, lecturers, professors, and instructors.
- Recommend the course of study, including all facets and elements of national power.

Faculty and Honorarium (Section 5)
- Professors, instructors, lecturers, and consultants shall be drawn from the military, civilian branches of the government, and governmental educational institutions.
- In addition to their salaries, they shall receive honorarium or fees fixed by the Secretary of National Defense.

Student Quota and Allowances (Section 6)
- The President of the College shall circularize student quota spaces to different government departments, offices, and agencies within 30 days from the opening of each class.
- Heads of departments, offices, or agencies are authorized to detail officers and employees for duty in the College upon request.
- Allowances of military and civilian personnel detailed with the College, as well as students, shall be fixed by the Secretary of National Defense.

Promotion and Recognition (Section 7)
- Graduates will receive preferential consideration and/or credit points for promotion to key and sensitive positions in the military and civilian offices.
- Civilian graduates in the Reserve Force or commissioned in active service shall be promoted to or receive the initial rank of Lt. Colonel.
- All graduates shall be authorized to use the abbreviation MNSA after their names.

Regulations and Appropriations (Section 8)
- The Secretary of National Defense is empowered to promulgate rules and regulations for the effective implementation of this Decree.
- Appropriations for the National Defense College of the Philippines shall continue to be carried in the annual General Appropriations Act.
