CREATING THE NAYONG PILIPINO FOUNDATION
WHEREAS, it is deemed necessary to create a foundation which will promote, encourage and initiate research and development projects and activities in social sciences, humanities, social and amelioration and allied fields.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081 dated September 21, 1972, and General Order No. 1 dated September 22, 1972, do hereby create the Nayong Pilipino Foundation, a body corporate, with its main executive office at Manila, hereinafter known as the Nayong Pilipino.
1. The purposes and objectives of the Nayong Pilipino are as follows:
(a) To promote, encourage, espouse and/or initiate research and development projects on social sciences and humanities and related fields;

Creation of the Nayong Pilipino Foundation
- A non-stock, non-profit public corporation established in the public interest. (Section 2)
- Main executive office in Manila. (Section 1)
Purposes and Objectives of the Foundation:
- Promote research and development projects in social sciences, humanities, and related fields. (Section 1a)
- Formulate comprehensive social welfare programs for the upliftment and amelioration of the destitute members of society. (Section 1b)
- Encourage participation of domestic and foreign sectors in providing financial, technical, and other assistance for social welfare programs. (Section 1c)
- Promote dissemination of research results in social sciences and humanities and their practical application. (Section 1d)
- Establish scholarships or professional chairs to foster research in social sciences and humanities. (Section 1e)
- Establish parks and recreation centers for tourism promotion. (Section 1f)
- Construct buildings, libraries, laboratories, workshops, or other educational accessories for scientific research. (Section 1g)
Governance and Management:
- Policy-making body is the Board of Trustees, composed of a Chairman and eight Members appointed by the President for a one-year term. (Section 3)
- The Board shall ordain rules and regulations for the organization, meetings, officers, and management of the Foundation through a Code of By-Laws. (Section 4)
- An Executive Secretary shall be appointed to administer the affairs of the Foundation and act as secretary to the Board. (Section 5)
Powers and Privileges:
- The Foundation has the power to sue and be sued, contract, own and hold property, receive gifts and bequests, adopt a seal, adopt by-laws, exercise general corporate powers, and carry out its provisions. (Section 6)
- The property occupied by the Foundation is transferred to its ownership, subject to conditions on transfer, mortgaging, and reversion to the government. (Section 7)
- The Foundation is exempt from all forms of taxation, duties, and imposts on imported equipment and goods necessary for its operations. (Section 8)
Reporting and Compliance:
- The Foundation shall submit an annual report to the President and Congress, detailing its activities, financial condition, sources of receipts, and purposes of disbursements. (Section 9)
- If any part of the Decree is adjudged invalid, it shall not affect the other provisions. (Section 10)
- The Decree is made part of the law of the land and takes effect immediately. (Section 11)
