CREATING THE PHILIPPINE HIGH SCHOOL FOR THE ARTS
WHEREAS, the arts complement the sciences in the improvement of the quality of human life and in working for the integrated and total development of the nation;
WHEREAS, it is the total person who can make the most meaningful contribution toward a just and humane society, and in developing national pride and identity;
WHEREAS, a just and humane society is necessary for the growth and full development of the precepts on which the new Philippine society is built; and
WHEREAS, the Philippine Constitution provides that arts and letters shall be under the patronage of the state;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order:

Summary of Presidential Decree No. 1287
Establishment of the Philippine High School for the Arts
- A high school called the Philippine High School for the Arts is established, attached to the Cultural Center of the Philippines for policy and program implementation. (Section 1)
- The school will have a special emphasis on subjects pertaining to the arts, with the aim of preparing students for a career in the arts. (Section 1)
Administration and Governance
- The school will be headed by a Director, appointed by the Chairman of the Board of Trustees. (Section 2)
- The school will have a Board of Trustees composed of the President of the Cultural Center of the Philippines as Chairman, the Undersecretary of Education and Culture as Vice-Chairman, and representatives from various fields of arts. (Section 3)
- The Board of Trustees will have powers and prerogatives similar to a board of directors of a private corporation. (Section 4)
- The Board of Trustees will have specific powers, including fixing the site of the school, receiving and appropriating funds, approving appointments and contracts, providing fellowships and scholarships, establishing admission criteria, approving issuance of diplomas, and receiving donations. (Section 4)
- There will be an Executive Council consisting of the Director, Assistant Director, department heads, and other officials, responsible for screening and selecting students, developing curricula, and implementing policies. (Section 7)
- There will be an Assistant Director to assist the Director in the arts education phase of the school. (Section 8)
- There will be a Registrar and a Treasurer appointed by the Director with the approval of the Board. (Sections 9 and 10)
Financial Provisions
- Legacies, gifts, and donations to the school will be tax-exempt and deductible from the donors' gross income. (Section 11)
- The school will be exempt from payment of taxes, fees, assessments, and other government charges, as well as taxes and duties on imported equipment, books, and services. (Section 11)
- An "Arts High School fund" will be formed from all incomes and donations to the school, to be expended exclusively for the purposes of the Decree. (Section 12)
- An initial appropriation of 1.5 million pesos is provided from the National Treasury, and subsequent funding will be provided in the yearly General Appropriation Act. (Section 13)
Repealing Clause and Effectivity
- All laws, rules, and orders inconsistent with the provisions of this Decree are repealed, amended, or modified accordingly. (Section 14)
- The Decree takes effect immediately. (Section 15)
