Summary of Executive Order No. 100Creation of the Philippine Information Agency (PIA)
• Sec. 1: Creates the Philippine Information Agency (PIA) headed by a Director.
Mission and Functions of the PIA
• Sec. 2: The PIA's mission is to provide for the free flow of accurate, timely, and relevant information:
- To assist people in decision-making and identifying opportunities to improve their quality of life.
- To enable citizens to participate meaningfully in democratic processes.
• Sec. 3: The PIA's functions include:
- Establish and maintain regional/provincial information centers to gather community needs for planning communication programs and provide basic government information (Sec. 3.1).
- Provide technical assistance to other government agencies on the communication component of their programs (Sec. 3.2).
- Plan and implement information programs of national scope (Sec. 3.3).
- Assess information needs of the people through opinion polls and surveys for planning information programs (Sec. 3.4).
- Conduct research studies for policy formulation and evaluation of information program effectiveness (Sec. 3.5).
- Upgrade skills of government information officers, rural broadcasters, communicators, journalists, and other communication personnel through training services and consultancy (Sec. 3.6).
- Support the development and expansion of indigenous media and information/communication technology (Sec. 3.7).
- Perform tasks assigned by the President (Sec. 3.8).
Access to Media and Organization
• Sec. 4: The PIA Director shall have access to government media agencies not under their direct control for disseminating development-oriented information.
• Sec. 5: The Director shall prepare an organizational structure embodying the staffing requirements of the PIA.
Advisory Council and Budget
• Sec. 6: An advisory council composed of communication professionals and respected citizens will advise the PIA to ensure the information needs of the people are met.
• Sec. 7: The PIA shall prepare an operating budget in collaboration with the Ministry of Budget and Management for implementation. For succeeding budget years, appropriations shall be prepared following regular government budget procedures.
Transfer of Records, Assets, and Equipment
• Sec. 8: All records, assets, and equipment of the OMA/NMPC/MOI and their bureaus, except those of the Bureau of National and Foreign Information, Bureau of Broadcasts, and Maharlika Broadcasting Corporation, are transferred to the appropriate units of the PIA.
Implementing Orders and Repealing Clause
• Sec. 9: The Director is authorized to issue orders, rules, and regulations necessary to implement the provisions of this Executive Order, subject to the approval of the Ministry of Budget and Management regarding staffing, organization structure, and alignment of existing appropriations.
• Sec. 10: All laws, executive orders, proclamations, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity
• Sec. 11: This Executive Order shall take effect immediately.

EXECUTIVE ORDER NO. 100 December 24, 1986
CREATING THE PHILIPPINE INFORMATION AGENCY
WHEREAS, there is a need for an agency in government with a means to communicate with the people, in and in turn for the people to vigorously express their opinions, views and beliefs to the President, and in the same manner, a need for efficient flow public information required by the people to assist them in decision making to improve overall quality of life;
WHEREAS, the media reach in the country is solely limited to a small portion of the population concentrated and certain keys cities, thereby limiting access of people to information;
WHEREAS, the government in the partnership with private media, can better meet the information needs of the people;
WHEREAS, the public has a right to information and an agency should ensure that they have access to information;
WHEREAS, basic information prior to February, 1986, focused more on the molding of public opinion toward the unquestioning acceptance of government thinking and that the flow of communication was predominantly one-way, from government...
