Creation of the Philippine Islamic Center in Jeddah, Saudi Arabia

- Shall house a Philippine Trade Center for trade, tourism, and investment promotion in the Middle East (Section 1d)

Philippine Islamic Center Board
- Responsible for acquiring, operating, maintaining, and managing the Center (Section 2)
- Composition: Chief of Mission to Saudi Arabia (Chairman), Deputy Chief of Mission or next ranking officer (Vice-Chairman), three elected members from heads of Philippine Government offices/agencies in Saudi Arabia, and the Philippine Islamic Center Manager (Secretary) (Section 3A)
- Functions: Responsible to the President of the Philippines, formulate and implement programs, approve lease contracts, appoint consultants, appoint the Center Manager, and other functions consistent with the objectives (Section 3B)

Funding and Rental Fees
- Initial appropriation of 8 million pesos for the Center's operation, and 4 million pesos annually for maintenance and operation (Section 4)
- Philippine Government agencies or offices and private firms using the Center (except the Philippine Embassy for the first three years) shall pay rent based on prevailing rates in the area (Section 5)

Philippine Trade Center
- Established within the Philippine Islamic Center as the focal point for trade, tourism, and investment promotion in the Middle East (Section 6)
- Under the supervision of the Ministry of Trade and shall have facilities like a trade information library, restaurant, auditorium, offices for rental, storage room, and others as decided by the Ministry of Trade (Section 6)
- Annual appropriation of 2 million pesos for the maintenance and operations of the Trade Center (Section 7)
- The Ministry of Trade shall be the coordinating and clearing house of support activities for the Trade Center (Section 7)

Exemption from Inconsistent Laws
- The Philippine Islamic Center in Jeddah shall be exempted from any provision or provisions of existing laws or regulations which are inconsistent with this Decree (Section 8)

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 1782 CREATING THE PHILIPPINE ISLAMIC CENTER IN JEDDAH, SAUDI ARABIA WHEREAS, it is the policy and objective of the Philippine Government to maintain friendly and mutually beneficial relations with all countries; WHEREAS, there is an urgent need to strengthen our political and economic ties with the Islamic countries of the Middle East in view of the importance of these ties to our internal stability and economic development; WHEREAS, a strong and coordinated diplomatic presence in the region is imperative to the achievement of this objective; WHEREAS, Presidential Decree No. 487, promulgated on 19th June 1974, provides for the creation of Philippine Centers abroad for the purpose of, among other things, promoting and propagating Philippine culture, encouraging foreign tourists to visit the Philippines, expanding the foreign market for Philippine products, providing efficient and comprehensive public service in the country and abroad, and in general enhancing the image of the Philippines: NOW, THEREFORE, I, FERDINAND E.
