EXECUTIVE ORDER NO. 831Summary:
- Creates the Philippines-United States Business Development Council to effectively promote trade and investment opportunities in the Philippines to the American business community. (Sec. 1)
Functions and Activities of the Council:
- Review Philippine government policies affecting exports to and investments from the United States, and make recommendations to the President for expanding these business activities. (Sec. 2.2.a)
- Monitor conditions of access for Philippine products to the United States and make representations for liberalization. (Sec. 2.2.b)
- Monitor Philippine quota and GSP utilization levels. (Sec. 2.2.c)
- Provide logistical support to trade and investment information activities of the Philippine Embassy and consular posts in the United States through publication of product catalogues, buyer's guide, and referrals system. (Sec. 2.2.d)
- Assist the Philippine Embassy and the Ministry of Trade and Industry in organizing trade and investment missions, in-store promotions, and trade and investment seminars in the United States. (Sec. 2.2.e, 2.2.f)
Organization of the Council:
- Headed by the Philippine Ambassador to the United States as Chairman, assisted by two Vice Chairmen appointed from the Council's membership. (Sec. 3)
- Executive Director is the Special Trade Representative of the Ministry of Trade and Industry assigned to the Philippine Embassy in the United States. (Sec. 3)
- Council members include representatives from various government agencies and private sector organizations. (Sec. 3)
- Council formulates policies and prepares annual work program for the President's approval. (Sec. 3)
- Chairman can call on personnel from other agencies and engage technical and administrative staff as necessary. (Sec. 3)
- Council coordinates activities of all Philippine posts, centers, and corporations in the United States related to trade and investment promotion. (Sec. 3)
Appropriations and Funding:
- Annual appropriation of Two Million Pesos for operational and maintenance expenses. (Sec. 4)
- Additional authorized amount of Two Million Pesos for special trade and investment promotion activities. (Sec. 4)
- Council can tap other sources of funds, including donations and grants. (Sec. 5)

EXECUTIVE ORDER NO. 831 September 30, 1982
CREATING THE PHILIPPINES-UNITED STATES BUSINESS DEVELOPMENT COUNCIL
WHEREAS, the Philippines and the United States of America have a long history of mutually beneficial economic relations;
WHEREAS, it is to the interest of the Philippines to further expand its participation in the United States market and to attract American capital in pioneering and preferred areas of investments;
WHEREAS, it would be timely for the Philippines to launch a major initiative to expand trade and investments relations with the United States to take advantage of the favorable interest shown by the American business community on economic opportunities in the Philippines generated by the President's recently concluded State Visit to the United States;
WHEREAS, it is necessary to coordinate and integrate the efforts of the private sector and various government agencies engaged in trade and investment promotion, with the program of work of the Philippine diplomatic and consular posts in the United States into a single, concerted effort so as to ensure the effective establishment of priorities, the achievement of maximum...
