EXECUTIVE ORDER NO. 819 July 24, 1982
CREATING THE POSITION OF PRESIDENTIAL REGIONAL MONITORING OFFICER IN EVERY REGION
WHEREAS, it is necessary for the President to be always on top of the major developments in the regions;
WHEREAS, it is necessary for the decision-making process of the President that accurate, comprehensive and timely information on government efforts in the regions be made available at all times;
WHEREAS, there is a need for the Office of the President to establish regional monitoring arms which will provide the President the necessary information on the developments in the regions;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution do hereby order;
Sec. 1. The creation of the position of Presidential Monitoring Officer (PREMO) in every region except in Regions IX and XII where there exist the Lupong Tagapagpaganap ng Pook (LTP) Presidential Management Staff (Office of the President) Monitoring Units.

Summary of Executive Order No. 819
Creation of Presidential Regional Monitoring Officer (PREMO) Position
- The position of Presidential Regional Monitoring Officer (PREMO) is created in every region except Regions IX and XII. (Section 1)
- In Regions IX and XII, the existing Lupong Tagapagpaganap ng Pook (LTP) Presidential Management Staff (PMS) Monitoring Units will serve the same purpose. (Section 1)
Transfer of Resources
- Funds, records, equipment, vehicles, and other properties of the Presidential Regional Officer for Development (PROD) are transferred to the PREMO. (Section 2)
- PROD funds for Regions IX and XII are transferred to the LTP-PMS Monitoring Task Force (Region IX) and LTP-PMS Monitoring Unit (Region XII). (Section 2)
- Funds for PREMO and LTP-PMS Monitoring Units shall be released through the PMS. (Section 2)
Supervision and Reporting
- The PREMO and the Head of LTP-PMS Monitoring Units in Regions IX and XII shall serve as monitoring and action officers of the Office of the President in the regions. (Section 3)
- They are placed under the overall supervision of the Presidential Executive Assistant (PEA) and shall report to the Office of the President through the PMS. (Section 3)
Appointment and Designation
- The PREMO shall be appointed by the President. (Section 3)
- The Chairman of the LTP shall automatically be the Head of the LTP-PMS Monitoring Units in Regions IX and XII. (Section 4)
- The PREMO and Head of LTP-PMS Monitoring Units shall be assisted by Deputy PREMO/Deputy Heads designated by the President from among the regional executives. (Section 5)
Responsibilities
- The PREMO/Head of LTP-PMS Monitoring Units shall regularly provide the President, through the PMS, comprehensive reports on major problems/issues and the status of government programs and projects in the regions. (Section 6)
- They shall regularly conduct project-inspection and initiate meetings with regional/provincial/local officials and target beneficiaries of government projects/programs to ascertain the status and identify problem areas/bottlenecks. (Section 7)
- If there are problems/issues that require Presidential intervention, they shall submit recommendations for corrective action to the Office of the President through the PMS and institute measures to solve the identified problems. (Section 7)
- The PREMO/Head of LTP-PMS Monitoring Units is authorized to call on all government offices to provide necessary assistance in carrying out their functions. (Section 8)
Operational System
- The PMS is directed to establish the operational system within which the PREMO can effectively exercise their functions and responsibilities. (Section 9)
- The operational system should feature mobility, rapid response, field orientation, speedy decision-making, and effective Presidential control. (Section 9)
- The PMS shall undertake the following:
1. Design the organizational set-up and operational framework of the PREMO. (Section 9)
2. Design the PREMO operations manual that shall prescribe standard operating procedures and the reporting system to be followed. (Section 9)
Repealing Clause
- All provisions of existing laws, proclamations, orders, decrees, instructions, rules, and regulations contrary to or in conflict with this order are modified or repealed accordingly. (Section 10)
Effectivity
- This order shall take effect immediately. (Section 10)
