CREATING THE SACOBIA DEVELOPMENT AUTHORITY AND FOR OTHER PURPOSES
WHEREAS, it is the policy of the government to provide integrated basic economic and social services and facilities in all areas, particularly the underdeveloped or resettlement sites in order to solidify the economic and social structure of our society;
WHEREAS, an integrated rural development, in the form of the Ministry of Human Settlements' Bagong Lipunan Sites and Services (BLISS) Program has been adopted for the development of the Sacobia area;
WHEREAS, the successful provision of integrated, rationalized, basic services and facilities to the Sacobia community requires that the planning, implementation, and management of the area be comprehensive, decentralized and framed within regional, national plans and overall strategy for the BLISS Program;

Summary of Executive Order No. 586
Creation of Sacobia Development Authority
- Sec. 1: Creates the Sacobia Development Authority (the "Authority").
Declaration of Policy
- Sec. 2: Declares the development of Sacobia to be within the implementing strategies of the Bagong Lipunan Sites and Services (BLISS) program, under the direct supervision of the Board.
Terms of Reference
- Sec. 3: The Authority shall have the following terms of reference:
• Acquire, purchase, own, hold, develop, lease, mortgage, pledge, exchange, sell, transfer or otherwise invest, trade, or deal in real and personal property as necessary (Sec. 3.1).
• Borrow money and contract indebtedness, and secure payment by mortgage, pledge or deed of trust (Sec. 3.2).
• Enter into, make, perform and carry out or cancel and rescind contracts (Sec. 3.3).
• Cause to implement any other acts and things, and exercise any other powers necessary to accomplish the purposes of the Authority (Sec. 3.4).
Board Membership
- Sec. 4: The Authority shall be governed by a Board of Directors composed of various Ministers.
Program Execution Group
- Sec. 5: A Program Execution Group shall administer and provide operational coordination, composed of various Deputy Ministers and other officials.
Powers and Functions of the Board
- Sec. 6: The Board of Directors shall have the following functions:
• Oversee the coordination of planning, implementation and monitoring of the project (Sec. 6.1).
• Review and approve the Authority's consolidated plans, budgets and work programs (Sec. 6.2).
• Arrange and/or negotiate with local and foreign financing institutions for funding, subject to approval (Sec. 6.3).
• Appoint the Authority's Executive Director and Field Office Director (Sec. 6.4).
• Call upon any Ministry, office, instrumentality or political subdivision for assistance (Sec. 6.5).
• Exercise other powers necessary for the successful development of the area (Sec. 6.6).
Domicile & Officers
- Sec. 7: The Authority shall have a main office in Manila headed by an Executive Director, and an on-site Field Office headed by a Field Office Director.
Powers and Functions of Executive Director, Field Office and Field Office Director
- Sec. 8: The Executive Director shall have the following duties and functions:
• Execute and administer the policies and decisions of the Board (Sec. 8.1).
• Directly coordinate the activities of all agencies and instrumentalities in planning and implementation (Sec. 8.2).
• Monitor progress, evaluate effects, and submit periodic financial reports (Sec. 8.3).
• Apply for, receive and accept grants and donations of funds, equipment, materials and services (Sec. 8.4).
• Perform functions necessary in the operational management of the area's development (Sec. 8.5).
The Field Office Director shall have the following powers, functions and duties:
• Execute and administer the policies and decisions of the Board and Executive Director (Sec. 8.6).
• Directly coordinate the activities of all implementing government instrumentalities on-site (Sec. 8.7).
• Submit periodic financial and work accomplishment reports (Sec. 8.8).
• Organize and manage the Field Office and adopt administrative rules and procedures (Sec. 8.9).
• Call upon any Ministry, office, agency, instrumentality or political subdivision for assistance (Sec. 8.10).
• Perform other functions assigned by the Board or Executive Director (Sec. 8.11).
The Field Office shall have the following functions:
• Serve as the coordinating center for inter-agency planning and management (Sec. 8.12).
• Identify development projects for inclusion in the Integrated development program (Sec. 8.13).
• Prepare feasibility studies for identified projects (Sec. 8.14).
• Maintain a continuous feedback system with national agencies and cooperating instrumentalities (Sec. 8.15).
• Promote and encourage private enterprises and government agencies to plan, develop and implement projects (Sec. 8.16).
• Apply for, receive and accept grants and donations of funds, equipment, materials and services (Sec. 8.17).
• Call on appropriate Ministry, Office or instrumentality for assistance (Sec. 8.18).
• Perform other related functions necessary to attain the objectives of the Sacobia Development Plan (Sec. 8.19).
Appropriation
- Sec. 9: Five Million Pesos (P5,000,000.00) is appropriated for the Sacobia Development Authority from available funds in the National Treasury. For succeeding years, budgetary requirements shall be provided in the General Appropriation Act.
Repealing Clause
- Sec. 10: All laws, decrees, executive orders, administrative orders, rules and regulations inconsistent with this Order are repealed, amended or modified accordingly.
Effectivity
- Sec. 11: This Order shall take effect immediately.
