Declaration of Regular Holiday
- Friday, December 6, 2002 is declared a regular holiday throughout the country for the observance of the Eid-ul-Fitre (Feast of Ramadhan). (Section 1)
- This is in accordance with Republic Act No. 9177, which declared Eid-ul-Fitr as a regular holiday. (Whereas Clause 1)
- The date of Eid-ul-Fitr varies from year to year, depending on the sighting of the new moon. (Whereas Clause 2)
- For the year 2002, Eid-ul-Fitr falls on Friday, December 6, 2002. (Whereas Clause 3)

Purpose
- To promote cultural understanding and integration, the entire Filipino nation should have the opportunity to join Muslim brothers and sisters in observing and celebrating this important day. (Whereas Clause 4)
- To bring the religious and cultural significance of Eid-ul-Fitr to the fore of national consciousness. (Whereas Clause 5)

Legal Basis
- The President has the power to declare a special non-working day, upon the recommendation of the Office of Muslim Affairs. (Whereas Clause 6)
