EXECUTIVE ORDER NO. 239 April 24, 1995
DECLARING AND DELINEATING THE LOPEZ PORT ZONE UNDER THE ADMINISTRATIVE JURISDICTION OF THE PHILIPPINES PORTS AUTHORITY
WHEREAS, the Port of Lopez has been identified as one of the major ports to be developed in the country;
WHEREAS, there is a need to construct the Port of Lopez to accommodate projected increases in port traffic and to program the provision of the necessary port facilities to meet the demands of maritime commerce and trade within the region;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Sec. 1. The territorial jurisdiction of the Port of Lopez is hereby delineated and particularly described as follows:
"Beginning at point marked 1 on the plan, thence to point 2 at a distance of 2,500.00 m with bearing N 29158'54"E, thence to point 3 at a distance of 5,000.00 m with bearing S 6011'6"E, thence to point 4 at a distance of 2,500.00 m with bearing...

Delineation of Lopez Port Zone
- The territorial jurisdiction of the Port of Lopez is delineated and described with specific coordinates and bearings. (Section 1)
- The total area of the Lopez Port Zone comprises 1,250.00 hectares more or less.
Administrative Jurisdiction
- The Lopez Port Zone is placed under the administrative jurisdiction of the Philippine Ports Authority (PPA). (Section 2)
- The PPA shall implement a program for the proper zoning, planning, development, and utilization of the port, consistent with the regional industrial plans of the Government, pursuant to Presidential Decree No. 857, as amended.
Repealing Clause
- All other orders, proclamations, and issuances, or portions thereof, which are inconsistent with this Executive Order, are hereby repealed or modified accordingly. (Section 3)
Effectivity
- This Executive Order shall take effect immediately. (Section 4)
