EXECUTIVE ORDER No. 144
DECLARING AND DELINEATING THE PALOMPON PORT ZONE AND PLACING IT UNDER THE ADMINISTRATIVE JURISDICTION OF THE PHILIPPINE PORTS AUTHORITY (PPA)
WHEREAS, PPA is mandated to establish, develop, regulate, manage and operate a rationalized national port system in support of trade and national development;
WHEREAS, the delineation and declaration of port zones under PPA aims to redirect and reorganize port administration for the full development of port districts;
WHEREAS, the Port of Palompon in Palompon, Leyte is one of the major and busiest ports in the country; and
WHEREAS, there is a need to define the Port zone of Palompon for the planning and development of necessary port facilities to support the demands of shipping trade within the region.
NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Delineation and Declaration of Palompon Port Zone
- Declares and delineates the territorial jurisdiction of the Palompon Port Zone located in Palompon, Leyte. (Section 1)
- Provides the specific metes and bounds description of the port zone covering an area of 202,155 square meters. (Section 1)
Jurisdiction of Philippine Ports Authority (PPA)
- Places the Palompon Port Zone under the administrative jurisdiction of the PPA. (Section 2)
- Mandates the PPA to implement a program for proper zoning, planning, development, and utilization of the port, consistent with regional industrial plans. (Section 2)
Repealing Clause
- Repeals, amends, or modifies any issuances, orders, rules, and regulations inconsistent with the Executive Order. (Section 3)
Separability Clause
- Provides that if any provision is declared invalid or unconstitutional, the other provisions shall remain valid and subsisting. (Section 4)
Effectivity Clause
- States that the Executive Order shall take effect immediately upon publication in a newspaper of general circulation. (Section 5)
