EXECUTIVE ORDER NO. 896Declaring Basic Policies and Guidelines for the Promotion and Development of Domestic Tourism
I. Declaration of Policy (Section 1)
- The State shall encourage and promote domestic tourism by:
• Encouraging travels to cultural, historical, educational and vacation spots/resorts. (Sec. 1(a))
• Institutionalizing conservation and protection of heritage monuments. (Sec. 1(b))
• Ensuring safety of vacationers and providing best conditions of comfort and services. (Sec. 1(c))
• Encouraging hotels/resorts to give incentive packages to tour and vacation groups. (Sec. 1(d))
• Encouraging associations/corporations to conduct meetings/conventions outside their usual place of activity. (Sec. 1(e))
• Promoting awareness of rights, duties and responsibilities of visitors and hosts. (Sec. 1(f))
• Adopting measures to assure every citizen the right to enjoy leisure, travel and holiday. (Sec. 1)
II. Information Regarding Tourist Destinations (Section 2)
• Local government units shall identify, develop, preserve scenic/historical/cultural spots and disseminate information. (Sec. 2)
• Ministry of Tourism shall prepare inventory of all tourist destinations and implement information dissemination system. (Sec. 2)
III. Promotion of Domestic Tourism by Heads of Offices/Agencies (Section 3)
• Heads of offices/enterprises shall adopt employment policies to promote domestic tourism. (Sec. 3)
• Public financing institutions shall provide loans for domestic leisure travel. (Sec. 3)
IV. Encouragement and Promotion of Youth Travel (Section 4)
• Educational institutions shall organize youth travel groups for educational/cultural/historical purposes. (Sec. 4)
• Ministry of Tourism and Ministry of Education shall adopt rules on youth travel groups and granting academic credit. (Sec. 4)
V. Travels for the Aged, Orphans and Underprivileged (Section 5)
• Ministry of Tourism, welfare agencies and private tourism sector shall develop special programs for the aged, orphans and underprivileged. (Sec. 5)
VI. Implementing Guidelines (Section 6)
• Ministry of Tourism shall adopt rules and regulations implementing the objectives of this Executive Order, in collaboration with other agencies. (Sec. 6)
VII. Effectivity (Section 7)
• This Executive Order shall take effect immediately. (Sec. 7)

EXECUTIVE ORDER NO. 896 May 11, 1983
DECLARING BASIC POLICIES AND GUIDELINES FOR THE PROMOTION AND DEVELOPMENT OF DOMESTIC TOURISM
WHEREAS, knowledge and awareness on the part of our citizens of our country's various natural, historical and cultural heritage can make a significant contribution to the nation's goals of national integration and overall socio-economic, cultural, and educational development;
WHEREAS, such knowledge and awareness can be achieved through an intensive and sustained promotion and development of national or domestic tourism by which the country's diverse inhabitants can get to know more one another thru direct contact and realize that dissimilarities in their customs and traditions form part of a whole which is the nation, with common aspirations and goals.
WHEREAS, this interaction will enhance the rediscovery of our country's cultural and sociological heritage and strengthen our people's sense of oneness and patriotism.
WHEREAS, it is important that workers of all levels, both public and private, be made realize the value of enjoying their vacation in accordance with the universally and scientifically accepted principle that a periodic...
