DECLARING CERTAIN PARCEL OF LAND OWNED BY THE TELECOMMUNICATIONS OFFICE SITUATED IN ALUBA HILLS, MACASANDIG, CAGAYAN DE ORO CITY, COVERED BY TRANSFER CERTIFICATE OF TITLE NO. 10360 (LOT 2917-A, CAD-9856), AS HOUSING SITE AND PROVIDING FOR ITS DEVELOPMENT AND DISPOSITION IN FAVOR OF THE TELOF X EMPLOYEES HOUSING ASSOCIATION
WHEREAS, it is the priority concern of the government to provide housing to homeless Filipinos in line with the Constitution and mandate of the state to protect and advance the right of the people to a balance and healthful ecology, decent living conditions and social justice;
WHEREAS, Section 8 of Republic Act (RA) 7279, otherwise known as the Urban Development and Housing Act (UDHA) of 1992, provides that government-owned lands which have not been used for the purpose for which they were intended for the past ten (10) years from the effectivity of R.A. 7279 may be disposed of for socialized housing purposes;

Declaring Certain Parcel of Land Owned by the Telecommunications Office as Housing Site
• Declares a 31,465 sq. m. parcel of land owned by the Telecommunications Office (TELOF) in Aluba Hills, Macasandig, Cagayan de Oro City, covered by Transfer Certificate of Title No. T-10360 (Lot 2917-A, Cad-9856), as a housing site for the TELOF X Employees Housing Association. (Section 1)
• Authorizes TELOF to administer and develop the property for the intended beneficiaries. (Section 2)
• Creates an Inter-Agency Committee (IAC) composed of TELOF (Chairman), Housing and Urban Development Coordinating Council (HUDCC) (Co-Chairman), Department of Environment and Natural Resources (DENR), and a representative of the TELOF X Employees Housing Association to formulate the Implementing Rules and Regulations (IRR) of the Executive Order. (Section 3)
• Authorizes TELOF to facilitate the allocation of a budget for implementing the Order, including funding for site development and logistical requirements. (Section 4)
• Includes a separability clause in case any provision is declared invalid. (Section 5)
• Declares the Executive Order effective immediately. (Section 6)
