MALACAÑANG PALACEManila BY THE PRESIDENT OF THE PHILIPPINES Proclamation No. 408 DECLARING MONDAY AFTERNOON, JUNE 5, 1939, A SPECIAL PUBLIC HOLIDAY IN MANILA AND SURROUNDING MUNICIPALITIES Whereas the Government has watched with sympathetic interest the efforts of the various labor elements of the country to unite and thereby more effectively prosecute their common cause; Whereas these efforts have finally resulted in the signing of a Labor Concordat by which unity is secured through the establishment of a National Labor Commission composed of representatives of the major organizations; and Whereas in order to fittingly commemorate this significant event, a Labor Unity Parade will be held in the City of Manila, on the afternoon of June fifth, nineteen hundred and thirty-nine, in which laborers and employees are to participate; Now, therefore, I. Manuel L.
