EXECUTIVE ORDER NO. 10
DECLARING THE 2ND OF OCTOBER 2010 AS THE NATIONWIDE PHILHEALTH REGISTRATION DAY AND DIRECTING THE DEPARTMENT OF HEALTH TO LEAD CONCERNED GOVERNMENT AGENCIES TO FACILITATE THE NATIONWIDE PHILHEALTH REGISTRATION
WHEREAS, Article II, Section 15 of the 1987 Constitution expressly declares as a policy of the State to protect and promote the right to health of the people and to instill health consciousness among them;
WHEREAS, Article XII, Section 11 of the 1987 Constitution further directs the State to adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all Filipinos at affordable cost;
WHEREAS, R.A. No. 7875, otherwise known as the National Health Insurance Act of 1995, as amended, mandates that all Filipinos shall be covered by the National Health Insurance Program;

Summary of Executive Order No. 10
Nationwide Philhealth Registration Day (NPRD)
- Declared October 2, 2010 as the NPRD to achieve the following objectives (Section 1):
    - Increase public awareness regarding Philhealth entitlements and responsibilities.
    - Automatic enrollment of poor families identified by the Department of Social Welfare Test (NHTS-PMT).
    - Encourage enrollment of the informal sector.
National Steering Committee for NPRD (NSC-NPRD)
- Created to oversee the implementation of the NPRD (Section 2).
    - Chaired by the Secretary of Health.
    - Members include Secretaries of DSWD, DILG, DepEd, NAPC, President of PhilHealth, and National Presidents of Leagues of Provinces, Cities, and Municipalities.
Task Forces and Secretariat for NPRD
- The Secretary of Health shall organize task forces and a secretariat to support the NSC-NPRD implementation (Section 3).
    - Authorized to engage and mobilize the private sector, subject to applicable rules and regulations.
Funding
- Five Hundred Million Pesos (PHP500,000,000.00) from the funds of the Department of Health shall be allotted (Section 4).
    - To cover the share of local government units in the premium payment of indigent families identified.
    - Subject to available funds of participating agencies and existing rules and regulations.

    - This Executive Order shall take effect immediately upon publication.
