- The Philippine Mental Health Association promotes mental health for individual happiness and efficiency, peace and harmony among nations, and prevention of wars. (Preamble)
- The period from June 24 to 30, 1951, is designated as National Mental Health Week. (Section 1)
- All government and non-government entities and residents of the Philippines are called upon to observe this week and support related activities. (Section 1)

MALACAÑANGManila BY THE PRESIDENT OF THE PHILIPPINES Proclamation No. 250 DECLARING THE PERIOD FROM JUNE 24 TO 30, 1951, AS NATIONAL MENTAL HEALTH WEEK WHEREAS, it is a generally recognized fact that good mental health is of the utmost importance in our individual daily way of life; WHEREAS, it has been demonstrated through research and clinical experience on mental health that mental illness, like .any physical disease, is frequently acquired and rarely inherited and that much mental illness can now be prevented and adequately treated and cured; WHEREAS, sound mental health is conducive to the maintenance of a happy and peaceful life, to the establishment of peace and order, and to the economic and cultural advancement of our people; and WHEREAS, the Philippine Mental Health Association, a private civic entity, is working through the promotion of mental health for the attainment of individual happiness and efficiency; for the establishment of peace, stability and harmony among nations and peoples and for the pre­vention of wars NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, do hereby...
